On the night of the October 29 disaster, MBC obtained the entire transcript of the fire authorities calling for help over the phone to all agencies.
The Seoul City Situation Room asked the fire authorities to report the accident, “What is Halloween?”

A comprehensive disaster prevention center that oversees 119 orders in Seoul.
At 10:26 pm, 11 minutes after the disaster, the accident was first reported to the Seoul Disaster Management Center.
“There are about 10 people around Itaewon Station. Because today is Halloween at Itaewon Station,” the Seoul Metropolitan Government Situation Room asked back.
“What? What is Halloween?”
Although it was already predicted that a large number of people would gather in Itaewon for the Halloween festival, the control room worker was completely unaware.
An hour after the disaster, the fire authorities again called the Seoul City Situation Room and asked to stop the festival.
This is because the site of the disaster is still crowded and people continue to flock to it.
However, the Seoul City Situation Room asks back, “Request for suspension? Should I tell the ward office about it?”
When the fire department called the Yongsan-gu Office situation room again and asked to stop the festival, this time they replied, “I can’t say because this is the duty room,” and “I will give the phone number of the officer on duty.”
It’s just a waste of time.
At 10:59 pm, the fire department also called the Seoul Metropolitan Police Agency and asked them to send more police.
The police officer in the situation room asks back, “Are there many people injured?”
Deaths and emergency patients are already appearing one after another, but they have not been able to grasp the situation.
Meanwhile, the National Fire Agency, a higher-level organization, was constantly asking the Seoul Situation Room 119 to send video and photos of the scene.
The 119 situation room replied, “I’m not in the mood to send a video right now,” but the fire department urged again, “Upload a photo via KakaoTalk.”

“If the critical script had been set quickly, it would have been possible to respond more quickly, rather than the firefighters fighting alone on the scene at the time… So I think we should be clearly accountable for the delay in installing the essential script.”
The time when the Central Security and Disaster Countermeasures Headquarters was established by order of the President was 2:30 am the next day, about 4 hours after the disaster occurred.
