[사회][단독] A company that has received government research support ‘hundreds of millions of won’…without technology development, only money ‘gulp’

A company that was selected as a target of the government’s technology development support project for small and medium-sized enterprises and received hundreds of millions of won found out that it had no related technology.

I received a failing point in the project evaluation and had to return the government subsidy intact.

This is an exclusive report by reporter Kim Tae-won.

In 2019, the Small and Medium Business Technology Information Promotion Agency started the so-called ‘Smart Factory Technology Development Project’.

It was a business to digitize production know-how of SMEs and build a cloud so that data could be shared.

Three companies, a content production company A and a production automation system company B, formed a consortium and applied for it.

In February of this year, after two years of business, the promotion agency started evaluating three companies, and a problem was found.

As a result of the on-site inspection, the technology developed by these companies was nowhere to be found.

According to the evaluation report secured by YTN, the ‘knowledge sharing system’ that these companies decided to develop was not able to verify the program source, etc.

He also pointed out that the research notes submitted by the company were merely listing the requirements for the technology rather than showing the development process.

Because of this, he pointed out that it was not possible to confirm whether the result was performing properly or whether there was a possibility of commercialization.

In the meantime, the Promotion Agency made a judgment of ‘extremely poor’, equivalent to failing, for these companies.

If it is judged to be ‘extremely poor’, strong sanctions are imposed, such as having to return 600 million won of the government funding provided and restricting participation in other research projects organized by the government.

The three companies objected to the judgment, protesting that the on-site evaluation was unfair.

However, even in the review committee of the Promotion Agency, which was held following the objection, the conclusion that these companies’ business performance was insufficient did not change.

However, the judgment result was suddenly relaxed from ‘extremely poor’ to ‘poor’.

The reason was that the judgment of ‘extremely poor’ was excessive as the task seemed to have been faithfully carried out.

As the evaluation results were revised upward, the three companies were able to keep the government contribution of KRW 600 million and maintain their qualifications to continue participating in government projects in the future.

In the case of sincerity, the Agency explained that it is a qualitative evaluation area, so judgments about specific performance may differ.
