At a day care center in Suwon-si, Gyeonggi-do, an excavator broke a wall and a dizzying accident occurred when debris flew into the building.

The accident happened during the demolition of the building next to the day care centre, and although a dangerous situation that could seriously injure children has occurred, it is not in breach of safety guidelines.

Reporter Kim Tae-won found out what happened.

The children who were waiting for their parents on the first floor froze in surprise, and the teacher goes out to check the situation.

On the 6th, a dizzying accident occurred in the demolition of a three story building next to the day care centre.

The excavator which was destroying the building hit the day care building, and debris from broken bricks and broken windows flew into the day care centre.

The space between the demolition site and the day care center is less than 50cm, so close together.

However, the only safety devices installed were thin cloth screens and scaffolding, which did nothing to stop the falling debris and the excavator.

[김화식 / A 어린이집 운영 : 벽이 무너지면서 콘크리트 잔해물들이 여기 많았죠. 그러니까 아이들이 놀이터엔 나갈 수가 없죠. 저는 뭐 말할 것도 없고 교사들은 이야기는 안 하지만 늘 불안하다고.]

Workers of a demolition company tried to hide their responsibility by sneaking over the rails and clearing debris after the accident.

However, the company said it would compensate for the damage, but said there was no problem with safety measures on site.

[철거업체 관계자 : 무슨 이거를 강판으로 막아달라. 어떻게 이걸 강판으로 막아요. 서울 시내 돌아다녀 보세요. 다 누런 항공마대 천막 두 겹 띄우고…. 해체 현장은 그게 법이에요.]

Gwonseon-gu, Suwon-si, Gyeonggi-do, which was approved for demolition, also said that there was no illegality in the plan to dismantle the building.

If you look at the regulations relating to the actual demolition work, it is said that a screen must be installed on the site, but there are no detailed guidelines specifying the material or the height.

For this reason, in many cases, a cloth screen is installed instead of an expensive steel plate in the actual field.

The screen only blocks dust, but has no effect at all to prevent safety accidents.

Last year, a five-story building that was being demolished in Gwangju collapsed, killing or injuring 17 people.

In response, the government has strengthened safety oversight since last month by expanding the number of demolition works subject to permits and requiring them to be considered by the Building Committee.

However, it seems difficult to avoid criticism that the safety guidelines, which have no basis for conflict, are still full of loopholes even if bricks are dropped at the day care center next to the demolition site .
