Around 1 pm today, a civic group charged 16 people, focusing on the so-called ‘top line’.
The disaster is said to have been caused by their negligence in their duty to protect the lives of the people.

Prime Minister Han Deok-soo, head of the Central Security and Disaster Countermeasures Headquarters, and Seoul Mayor Oh Se-hoon, head of the Security Management Committee of the Seoul Metropolitan Government, were charged.
There were high-ranking officials in charge of security-related tasks at the Ministry of Public Administration and Security and Seoul and Yongsan-gu, as well as Police Commissioner Yoon Hee-geun and Seoul Metropolitan Police Agency Commissioner Kim Gwang-ho, also included in the complaint.
As most of them are subject to notification by the air carrier, the special version will deal with the case according to the general charge case procedure after notification.
