On the 26th, the Civil Division 51 of the Seoul Southern District Court (Presiding Judge Kim Tae-up) decided that broadcasters should not hold and broadcast broadcast debates with only two candidates except for Shim and others.

On the basis of this, the court said △It was the first broadcast debate between presidential candidates △The fact that it was broadcast on the evening of the Lunar New Year holidays and had a huge influence on voters △The image of candidates who failed to participate hardens the image of a small candidate △The right of voters to know is limited points, etc.

Earlier on the same day, the Seoul Western District Court made the same decision. The 21st Civil Agreement of the Seoul Western District Court (Chief Judge Park Byung-tae) accepted the application for an injunction to ban the broadcast of ‘bilateral TV debate’ by presidential candidate Ahn Cheol-soo against three terrestrial broadcasters.

The court said, “Considering the importance of broadcasting debates, certain limits should be set on the discretion of the media organizations regarding the selection of subjects even in the case of debates hosted by media organizations.” Even so, it is difficult to accept the legitimacy of the discussion.”

Regarding the nature of the TV debate, the court stipulated that it is an efficient and important election campaign where candidates can differentiate themselves from other candidates by directly promoting or presenting their policies, political views, political beliefs, and morals to voters. “The voters will be able to make the right choice after observing the discussion process, understanding policies, political ideology, and important election issues,” he added.

He also said, “Candidate Ahn far exceeds the average approval rate of 5% for invitations to court debates under the Public Official Election Act. There is,” he judged.

As a result of this decision, the bilateral discussion between Democratic Party candidate Lee Jae-myung and People’s Strength candidate Yoon Seok-yeol, which was scheduled to be broadcast on the 30th or 31st, during the Lunar New Year holiday, practically failed.

Meanwhile, on the same day, the three broadcasting companies sent an official letter to the four ruling and opposition parties, suggesting that the presidential candidate ‘four party debate’ be held on the 31st or February 3rd.
