One of the measures to reduce greenhouse gas emissions is the Zero Energy Building Certification Policy, which provides tax benefits to buildings with high energy independence.
The YTN check showed that buildings with multiple benefits fell below the certification criteria after one year.
This includes the Korea Energy Agency, which is in charge of the zero energy building policy.

The Moon Jae-in government has set a major goal of being carbon neutral by 2050.
One way to do this is to allow buildings to generate their own energy by using solar power, etc.
In the process of making energy consumed by buildings, greenhouse gases such as carbon are generated, accounting for more than 20% of Korea’s annual emissions.
This is why President Moon Jae-in emphasized the energy self-reliance rate from the beginning of his inauguration.

That’s why the zero energy building policy came out.
The main content is to be recognized as a zero-energy building if more than 20% of the energy used in the building is covered by solar power generation and energy efficiency improvement.
If the standards are met, various benefits are also provided, such as easing restrictions on floor area ratio or building height by up to 15% and reducing acquisition tax by up to 15%.
However, looking at the data obtained by YTN, the operating conditions of buildings certified in this way were, in a word, a mess.
As a result of a pilot survey of 13 buildings that received zero energy certification by the Ministry of Land, Infrastructure and Transport, five of them showed that the energy independence rate fell below the certification standard.
Among them, the government building of the Korea Energy Agency, which grants and manages certification, is also included.
Public institutions, which should take the lead in reducing carbon emissions, have gone against the policy.
The corporation even received a billion-dollar acquisition tax exemption from self-certification.
An official from the Corporation explained that there was a mistake in calculating the electricity consumption because the amount of electricity for electronic products such as computers and refrigerators was omitted when receiving the certification.
There is an even more absurd problem.
Even if it is later confirmed that the energy self-sufficiency rate is lower than at the time of certification, the various benefits already received are not refunded.
In response, the political circles forced a fact-finding investigation and pushed for amendments to the law including sanctions provisions such as the cancellation of post-certification.

The Korea Energy Agency plans to expand the zero energy building policy to all buildings nationwide in the long term.
