[현장생중계]Deputy Prime Minister of Economy, Nam-ki Hong, Presided over Real Estate Market Inspection Ministerial Meeting

[홍남기 / 경제부총리 겸 기획재정부장관]

We will begin the 34th Real Estate Market Inspection Ministerial Meeting from now on.

First, with regard to market trends, the recent stabilization trend of the housing market is becoming more firm due to housing supply measures such as pre-subscription and designation of the 2.4-planned district, an increase in the base interest rate, and strengthening of household debt management.

In the case of the sale market, apartment prices in some areas in Seoul stabilized to the level just before the start of the decline, and half of the November actual transaction price fell flat compared to the previous transaction.

In particular, the successful bid rate in the apartment auction market, where you can indirectly check the buying sentiment, is the lowest throughout the year, and the average number of bidders has also fallen to the lowest level since the 2000s.

In the case of the Jeonse market, due to the increase in the number of occupants and the termination of large-scale maintenance projects, the number of properties for sale is the highest since the rental law was enforced in August last year, and the price increase continues to slow down.

According to a recent survey by private institutions, in the case of the trading market, the proportion of small and medium-sized brokerage firms responding to price increases in November compared to October increased from 30.4% to 8.9%, after about a year and a half since June, 2019, when prices were falling. The proportion is showing a large change from 4.4% to 20.4%.

The government will adhere to the basic framework of real estate policy, and will exert all-out efforts to spread the stabilization stance through supply expansion that exceeds market opportunities and active demand management.

Today, we discuss recent housing market trends and prospects such as actual transaction prices, the second public redevelopment and rapid integrated plan, the current status of private redevelopment, and future plans such as additional designation of candidate sites, and finally, plans to expand housing supply such as the third integrated public rental promotion plan and future plans. Intensive comprehensive inspection.

The first agenda is the same as mentioned above, and the second is future plans such as public redevelopment, rapid comprehensive planning, the status of private redevelopment, and additional designation of candidate sites.

The government and local governments such as the Seoul Metropolitan Government have been closely cooperating on the supply of sufficient and prompt housing through a complementary supply method to meet the housing redevelopment demand in the city center.

In particular, public redevelopment is operated in a way that provides incentives such as increasing floor area ratio and project speed with the participation of the public mainly in areas where projects are stagnant due to problems with business feasibility. has already been specified.

For the private redevelopment project of the Seoul Rapid Integration Plan, the public supports the shortening of procedures for areas with relatively good business potential, and deliberation is in progress after the first candidate site contest from September to October.

In order to ensure that there is no gap in the city center maintenance project in the future, around 26,000 houses in 25 locations for the first rapid integrated planned redevelopment will be selected in December, and the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government will hold a second round of public redevelopment candidate sites in succession.

In areas that have not been selected as candidate sites for the rapid integration plan, residents are allowed to participate in public redevelopment contests if they wish, and measures to block market unrest factors are also prepared when the candidate sites are announced. I will go out. The third and final item is the current status of integrated public rental and future plans.

First, the integrated public rental is a concept proposed in the residential welfare roadmap to redesign the existing supplier-centered public rentals that have been operated as partitions, such as permanent rentals, national rentals, and happy housing, from the perspective of consumers. is complete.

Integrated public rental is an important step towards realizing quality lifelong housing.

This time, the 30-year residency guarantee allows you to live like your own home without worrying about moving, and we want to alleviate the risk of eviction as much as possible due to the gradual increase in income level while living.

In addition, we plan to unify the qualifications and criteria for occupancy, which were varied by type, so that a wider range of people can use it and greatly improve the convenience of owners.

In addition, in connection with the integrated public rental, we plan to introduce new medium-sized houses preferred by households of three to four people, and supply them in quality to the level of pre-sale housing.

In January of next year, starting with the recruitment of the first 1,181 occupants in preferred locations such as Gwacheon Knowledge Information Town and Namyangju Byeolnae, we will supply 70,000 units each year through integrated public rental.

In addition, in December of this month, tangible measures for housing supply are scheduled to take place, such as conducting 17,000 pre-orders, the largest amount of the year, and designating 8 main districts for 2.4 measures. We will do our best to ensure that we are firmly established.
