Twelve days before his death, he told the police that his ex-boyfriend came to visit him every week and even threatened him with a knife. However, the police did not even bring the man into custody.

The first report by victim A was on June 26.

It was about the ex-boyfriend Kim, who was trying to come into the house.

The police, who arrived at the scene, gave a warning to Mr. Kim and informed Mr. A that he could receive personal protection.

About 4 months passed, and on the 7th of this month, the second report was received.

It was found that Mr. A stated that Mr. Kim came every week and threatened him that he knew the address of his parents, and that he even came with a weapon about two months ago.

Police arrived at the scene and even met Kim, but Kim was released.

Kim was not even officially indicted on paper.

The police said that unless Kim is a current criminal, he cannot forcefully accompany him and investigate.

The Stalking Punishment Act, which was enforced last month, also did not work in the field.

In the Stalking Punishment Act, there is a provision for provisional measures that allow the court to detain the perpetrator in a detention center, etc. to protect the victim.

Prosecutors may apply to the court ex officio, or the police may apply to the prosecution.

The police explained that they could not determine whether forced detention was necessary because they could not investigate the victim at the time.

After that, Mr. A reported to the police for two days in a row and asked for help.

And on the 20th, he was supposed to be investigated by the police, but on the 19th, just before Kim’s crime, he made a fifth report to the police and eventually died.

Today (22nd), Seoul Commissioner Choi Gwan-ho announced that he would start a stalking response task force, saying, “I apologize.”
