[단독] Forced conscription of 2,900 university students…A significant number of them were used as fraud

The truth and reconciliation committee announced today that around 3,000 college students were forced into the army during the military regime, and that many of them were used as undercover police agents, so-called ‘bragchi’ , in the name of a recording work.

It was revealed anew that various government departments and even university authorities had been convened, and that the recording work continued by changing the name despite controversy over human rights violations.

These are the ‘Military Leading Activity Guidelines’ written by the Security Agency in 1985.

It is said that the name will be changed to ‘leading work’, saying that the process of recruiting college students and compulsory registration has come to the fore and has become a problem as a new issue in the academy.

However, the policy of using it for purging to change the target’s ideology and gathering university information has not changed, and guidelines have been added to rule out the possibility of causing controversy.

During the recording, five students who enlisted in the army in 1983 alone died, and the security department was disbanded, but it was revealed that it was just a mask.

As a result, the number of victims of forced coercion has more than doubled from 1,192 to 2,921, the Truth and Reconciliation Commission said.

According to the standards of the Supreme Prosecutor’s Office for dealing with hagwon offenders obtained by MBC, even if you spread leaflets and chanted slogans at rallies, you were subject to compulsory enlistment.

According to this standard, the police under the Ministry of Home Affairs arrest students to make excuses for enrolment, and the Ministry of Education prompts universities to provide student lists and take leave of absence or be expelled.

Then, the Military Manpower Administration enlists the students and presents them to security officers and training centers to begin surveillance.

It was mobilized in all directions, from government level to universities.

“They suddenly expelled 50 students. They don’t know why they enlisted in the army or why they were expelled. I still don’t know.”

The Truth and Reconciliation Committee has secured a list of 2,900 people, and confirmed 187 people who received the first report as victims.

“The state caused serious human rights violations such as violence, brutality, intimidation, and coercion in this process. Once again, we strongly recommend that the state take its responsibility and apologize.”

As personal injury has been officially recognized for the first time in 40 years, it is expected that lawsuits for damages against the state will continue in the future.
