According to this audit report, most of the allegations raised at the time were confirmed to be true.
The side of Mr. Choi maintains that he did not receive any special treatment and that the development was done in accordance with the appropriate process.

President Yoon’s mother-in-law, Choi, who has been buying the land since 2006, built an apartment building in 2012 with a family company, and in 2016, it was a place where sales of about 80 billion won were recorded.
However, at the end of last year, there were reports of suspicions that Yangpyeong-gun had given Choi various preferential treatment.
Here is the Gyeonggi-do inspection report obtained by MBC.
The report concluded that ‘most of what was reported by the media has been confirmed as true’.
First, the licensing privilege, which is a key doubt.
The audit report revealed that there was preferential treatment in the process of building the flat even after one year and eight months had passed the time limit.
Choi’s company did not apply for a change of authorization, and Yangpyeong-gun did not take the necessary administrative measures.
In the process, I saw that there was “suspicion of a close relationship with a public official.”
The development fee was also reduced, but Yangpyeong-gun did not take a good look at it.
Choi’s family company, the developer, inflated construction and design costs, and reported a decrease of 3 billion won in development profit, and accordingly paid 800 million won less in development payments according to profit.
In addition, Mr Choi’s acquisition of land in Gongheung District without any intention of agricultural management was also considered to be in violation of the Farm Land Act.
Based on the results of the investigation, Gyeonggi Province issued an institutional warning to Yangpyeong County and commissioned investigations into related officials.

Unpaid development payments by the Choi family cannot be reinstated after the statute of limitations has passed, and the statute of limitations for disciplinary actions against public officials at the time has also expired.
