[사회]80% of retired public officials from the Ministry of Economy are re-employed… “Encouraging the practice of ‘Gwanpia'”

Seven years have passed since the revision of the Public Official Ethics Act, which restricts the re-employment of public officials.

However, it turns out that more than 8 out of 10 retired public officials from the Ministry of Economy have been approved for re-employment, while allowing employment approvals to be granted if special reasons are recognized.

It is pointed out that the proviso clause rather encourages the practice of ‘gwanpia’.

Mr. A, who served as a policy officer at the Ministry of Trade, Industry and Energy, was appointed as a full-time vice president of the Korea Steel Association in 2018.

It was only a month since I retired.

The Ministry of Industry has entrusted the Steel Association with the authority to approve import and export, which is the core authority.

The position of the full-time vice president that Mr. A left was retaken by a former member of the Ministry of Industry.

Between 2016 and August last year, a total of 588 retired public officials from eight economic ministries who received employment screening by the Government Officials Ethics Committee.

Among them, 82.5% were approved for re-employment like Mr. A.

The higher the rank, the higher the employment approval rate.

It is pointed out that such re-employment of retired public officials promotes so-called ‘government pia’ practices such as parachuting personnel and public-private partnerships.

To prevent this practice, an amendment to the Public Service Ethics Act that restricts the re-employment of retired public officials was implemented seven years ago.

However, the amendments were rather a means of re-employment.

This is because a kind of ‘detour’ for re-employment is provided by allowing employment to be approved when a ‘special reason’ is recognized.

The ‘Gwanpia’ problem that arose whenever large-scale events that shook our society such as the Sewol ferry disaster and the LH speculation incident occurred.

It is pointed out that the examination requirements should be further strengthened by specifying the reasons for exceptions to employment approval.
