Industrial waste had to be handled by a private company at a cost, but it was secretly dumped at an inexpensive municipal incinerator and only the cost of treatment was collected.

Around midnight, a truck from a waste collection company comes in and unloads the bags.
At first, it seems that they are just throwing away white pay-as-you-go bags, but suddenly they pour out a pile of green bags.
Green is a bag dedicated to business waste produced by companies.
It is illegal to dispose of it with the municipal waste.
Business waste must be placed in this green bag. It is clearly distinguished from the white volume-based envelopes for residents of Yongsan-gu.
A reporter followed the waste collection site.
About a hundred green bags are taken from the garbage warehouse at the university hospital.
At the next destination, a large shopping mall, he was spotted carrying dozens of the same envelopes.
