[사회]Prosecutors, Kim Man-bae and Nam-wook indictment tomorrow… Interest in investigation after ‘splitting dinner’ and ‘superior line’

The prosecution, which is investigating the suspicion of preferential treatment for the development of Daejang-dong, will hand over Kim Man-bae and Nam-wook, the key figures in this case, to trial tomorrow (22nd).

I am interested in the results of the investigation to be released in a chaotic atmosphere, such as the sacking of the chief prosecutor in the aftermath of the so-called ‘split dinner’, and whether the ‘upper line’ investigation, which has been sluggish, can be launched in earnest later.

The 20 days of the arrest period of Kim Man-bae, the major shareholder of Hwacheon Daeyu, and Nam Wook, the actual owner of No. 4 Cheonhwa-dongin No. 4, will end tomorrow, although he has denied the charges all the time.

The Seoul Central District Prosecutor’s Office’s dedicated investigation team is scheduled to hand over the charges of including Kim and Nam to the warrant in time for the expiration of the arrest.

Even on holidays, Kim and Nam were summoned from the detention center to focus on the final preparations for indictment, and at the same time, lawyer Jeong Min-yong, who took the lead in drafting guidelines for the public contest, and lawyer Jo Mo, the actual owner of #6 Cheonhwa-dong, were also summoned.

Mr. Kim and lawyer Nam colluded with former general manager Yoo Dong-gyu to give preferential treatment to Hwacheon Daeyu, but were charged with breach of trust of at least 65.1 billion won in damages to Seongnam Urban Development Corporation. Attorney Nam is also charged with bribery and embezzlement, including 3.5 billion won, against Jung.

There were also predictions that the prosecution would speed up the investigation of additional charges and ‘superior lines’ by securing new recruits for Mr. Kim and lawyer Nam, but the investigation actually turned around.

The COVID-19 collective infection of the investigation team was the decisive blow, and as the controversy over the ‘split dinner’ arose, an unprecedented situation occurred in which the chief prosecutor was sacked in the middle.

After the arrest, Kim suffered from difficulties in the investigation as he did not respond to the prosecution’s summons several times due to a sudden deterioration in health.

Attention is focused not only on the results of the investigation that the prosecution will include in the indictment of Mr. Kim and Mr. Nam, but also on the success or failure of the investigation of the ‘superior line’, which the prosecution plans to continue after the indictment.

In particular, it is known that the prosecution will summon Kwak Sang-do, a former lawmaker who recently seized and searched his home, as early as this week, in connection with his son’s 5 billion won severance pay.

In addition, the existence of the so-called ‘5 billion club’ and the suspicion of investigation into the corruption of Busan Savings Bank by Yoon Seok-yeol, the People’s Power presidential candidate, are also included in the investigation.

It is interesting to see how the prosecution will decide whether to hand over the trial without detention of accountant Jeong Young-hak, who claimed to be a helper by providing a ‘transcript’, and whether to re-apply for the warrant of lawyer Jeong Min-yong, whose arrest warrant was previously dismissed.

In the midst of this, the first official hearing of former general manager Yoo Dong-gyu will be held on Wednesday this week, and a full-fledged court battle is scheduled to begin.
