It has been two years since the COVID-19 outbreak in Korea.
For the next week, YTN will continuously report on the reality of public health care in Korea that has collapsed in front of the virus and the suffering of the vulnerable.
Today is the story of a 17-year-old boy who lost his life in the winter medical vacuum two years ago.
Reporter Ko Han-seok reports.

[정성재 / 故 정유엽 군 아버지 : 유엽이 그때 그대로, 그때 가방 안에 있던 것 그대로 두고 있어요.]
The problem was that I had to stand in a long line shivering in the cold to buy a mask.
The son, who was healthy, suddenly suffered from a high fever and eventually passed away.
[정성재 / 故 정유엽 군 아버지 : 땀 훔쳐주는 거 그것밖에 할 수 없었거든요. 그때 (유엽이가) 진짜 마지막으로 했던 말이 ‘엄마 나 정말 아프다. 엄마 나 아파’]
We tested 14 times, but no COVID-19 virus was detected.
The cause of death was pneumonia.
[조승연 / 인천의료원 원장 : (17살) 그 나이에 폐렴에 걸려서 사망한다는 것은 21세기에 있을 수 없는 일입니다. 그 당시만 해도 코로나 환자가 병원에 들어오면 그 병원을 폐쇄해야 하는 상황이 벌어졌기 때문에 병원에서도 겁이 나니까 받지를 못한 거죠.]
It was scary, confusing, and exceptionally cold in the winter two years ago, Daegu.
South Korea’s public health care didn’t work.
[정성재 / 故 정유엽 군 아버지 : 지금 애가 열이 이렇게 나고 아픈데 링거라도 맞춰서 체온을 떨어뜨려야 하는 것 아닙니까? 그러니까 병원에 와서는 안 된다고 하는 거예요. 그럼 병원에서 해 줄 수 있는 게 뭡니까 하니까 해 줄 수 있는 게 없다고.]
Already in 2015 we went through something similar.
Lessons from MERS, what did this 500-page report change?
It became possible to trace the movement of the confirmed person, and thanks to that, we succeeded to some extent in breaking the chain of spread of Corona 19 like a sharp blade.
But when a pandemic comes, it becomes pointless.
At that time, it is not tracking the movement of the confirmed person that saves lives.
Nor is it a fancy, huge private hospital.
It is a shabby public hospital that does its job silently even if there is no profit left.
Comparing the number of beds in public hospitals in 2015 and 2020, the lessons from MERS are shabby.
[조승연 / 인천의료원 원장 : 거의 변한 게 없다고 볼 수 있어요 공공병원이라 해도 불과 성남의료원 하나 정도 개원한 것 말고는 실질적으로 병원 병상을 늘리거나 인력을 보충하거나 예산을 늘리거나 한 부분이 눈에 띄게 변한 부분이 거의 없습니다. 더구나 코로나19가 2년이 됐는데 2년 동안에 2차 3차 4차 5차 대유행이 오고 있음에도 사실은 항상 똑같은 것이 어쩜 이렇게 데자뷔처럼 반복되고 있는지 모르겠어요.]

[정성재 / 故 정유엽 군 아버지 : (경상북도) 경산시에 경산 의료원 정도만 있었어도 유엽이가 찾아갔을 때 매몰차게 외면당하지는 않았을 거라고 생각이 들어요. 민간병원이다 보니까 자기 의지대로 거부할 수 있었던 것이고 공공병원, 공공의료원이 있어야 우리가 마음 놓고 찾아갈 수 있고 외면받지 않을 권리를 우리가 누릴 수 있지 않을까….]
