In his speech at the end of his European tour, President Biden said that Russia had already failed strategically in the war and stressed the need for immediate and severe consequences.

Foreign media paid attention to the level of President Biden’s aggressive remarks toward Russia, and evaluated that the US approach, which had been somewhat passive, had changed.

The Washington Post (WP) and others interpreted that President Biden was effectively calling for a change of government in Russia.

US Secretary of State Tony Blincoln, who was visiting Israel that day, said that Biden had no intention of overthrowing Putin.

Blincoln said the point of President Biden’s remarks was that “President Putin is not authorized to wage war or intervene in aggression in Ukraine or in any other country,” Blincol said. I reaffirmed that there were no other options.

Meanwhile, Kremlin spokeswoman Dmitry Peskov expressed displeasure at President Biden’s remarks about a regime change, saying, “It is not a matter for Mr. Biden to decide, only the choice of the people of the Russian Federation.”
