Issue 1: ‘Eunma Reconstruction Promotion Committee, should we accept an administrative investigation’
The first issue is whether the Eunma Apartment Reconstruction Promotion Committee will receive an administrative investigation.
If the reconstruction committee can be justified, it is unlikely that the Ministry of Land, Transport and Maritime Affairs and the Seoul Metropolitan Government will refuse or avoid administrative investigations. However, in some cases, administrative investigations may not be accepted.
According to the Seoul Metropolitan Government, if the promotion committee does not respond to the conduct investigation, a prison term of up to one year or a fine of up to 10 million won will be imposed in accordance with the Apartment Housing Management Act. In case of non-compliance with the demand for mediation of disputes and corrections based on the results of the investigation, a penalty of 2 years or less in accordance with the Urban Renewal Act.

Issue 2 Whether or not ‘long-term repair allowances are used as protest funds’.
The issue of this administrative investigation is whether the Eunma Apartment Promotion Committee and others used public funds, such as the long-term apartment repair allocations, as beneficial. In particular, the government and the Seoul Metropolitan Government plan to conduct an intensive investigation focusing on the source and legitimacy of the protest funds.
This is due to suspicions that some residents of the reconstruction promotion committee may have used the long-term repair allowances managed by the apartment house accounts in a convenient way to raise necessary costs for the demonstration, such as renting a bus and paying participation fees.
Under the Housing Act, if the long-term repair allowance is used for purposes other than the statutory purpose, charges of theft or breach of trust may be laid, and imprisonment for up to 10 years may be imposed in accordance with the Criminal Act.
Separately, attention is paid to whether the government will take additional measures against the spread of false information.
