[자막뉴스] Peace negotiations rush… Putin-Zelensky summit likely to happen

Peace negotiations between Russia and Ukraine in Istanbul, Turkey.

Initially, the schedule for 1 night and 2 days was mentioned, but an unexpected breakthrough occurred and it was completed in about 4 hours.

Ukraine said it could accept Russia’s demand for neutralization if security is guaranteed.

<올렉산드르 찰리 / 우크라이나 협상 대표단> “When we fix these key elements and they become our core requirements, Ukraine will be in a state of non-aligned and non-nuclear state in the form of permanent neutrality.”

Ukraine requires international treaties to be signed by all concerned countries in accordance with the principle of collective defense such as Article 5 of the NATO Treaty.

It also proposed to discuss the Crimean Peninsula issue, which Russia annexed from Ukraine by force in 2014, over the next 15 years, but did not mention the Donbas region occupied by pro-Russian rebels.

The Russian side evaluated that it was “constructive”, saying that it had received a document on neutralization containing a list of security guarantees.

Ukraine’s accession to NATO cannot be overlooked, but it is not opposed to joining the European Union.

<블라디미르 메딘스키 / 러시아 협상 대표단장> “Ukraine renounces membership in a military alliance and deployment of military bases and units in its own country without an agreement with any guaranteeing country, including Russia.”

Shortly after the talks, the Russian military announced that it would significantly reduce military activities in the Ukraine capital Kiiu and northeastern Chernivu to strengthen trust.

Ukrainian President Volodymyr Zelensky said he would remain vigilant while optimistic about the outcome of the negotiations.

Ukraine assessed that progress had been made enough for a summit, and the Russian delegation announced that it would report the results of the negotiations to President Vladimir Putin, increasing the chances of a summit between the two leaders.
