In a situation where it is unknown when construction will resume, the Seoul Metropolitan Government recently proposed an arbitration plan.
The Seoul Metropolitan Government suggested that we no longer consider the validity or invalidity of the contract changed in June 2020, the starting point of the conflict over the increase in construction cost.
Instead of accepting an increase of 3.2 trillion won in construction costs, they are asking to apply for re-verification and change the contract according to the result.
A plan was also included for the construction team to accept the union’s request for upgrading the finishing materials, and the union to bear the increased amount.
The cost of loss caused by delay in pre-sale and construction interruption was arranged in the direction of payment of the cooperative.
It also includes a clause that entrusts the Land and Housing Corporation to determine the amount of loss and does not raise any objection to it.
The two sides that reviewed the arbitration plan each submitted a written opinion to the Seoul Metropolitan Government, but the contents are contradictory.
The union said that they generally agreed, and that they would follow it as long as some adjustments such as detailed procedures were made.

On the other hand, the construction team repeated the previous argument that the union should drop the lawsuit and acknowledge the change contract, saying that it was unacceptable.

Contrary to the hope that the negotiations could be steered, as the possibility that the arbitration plan would not be effective grew, some members of the union expressed concerns.
It is said that the construction team is repeating the basic story to recover the construction cost through an auction after exercising the lien, but the construction team refuted that it was not true.
The withdrawal of the tower crane, which was scheduled for the 7th, has been postponed for now, but there is still no contact point, so the situation is highly likely to be prolonged.
