Previously, YTN said a wind farm will be built in a rural village for retirees.
Another wind farm, the largest in the country, was being installed in a nearby village.
We discussed what the residents were worried about and what the problems were.

“Let’s stop generating wind energy!”
People who oppose the installation of wind energy.
The installation of 48 wind turbines in a 150,000㎡ forest in Bongpyeong-myeon, Pyeongchang-gun, Gangwon-do, the largest wind farm in Korea, is underway.
Residents who live in Heungjeong Valley, which is near the business site.
It starts with the story that you have to dig through the whole forest to install the generator.

There were also problems with the process.
At the end of last year, residents learned about the project.
The company started talking about compensation without much explanation.
[이재섭/평창군 봉평면 주민 : 어느 위치에 그리고 어느 정도의 피해가 발생하는지에 대한 주민들에 대한 설명도 없었고, 동의 과정도 전혀 없는데 보상금 먼저 거론됐다는 겁니다. 살고 있는 주민들은 전혀 알지 못하는 상태에서 보상금이 얘기되고 구두로 합의했다는 거는 찬성을 전제하는 거잖아요.]
Residents’ consent for the installation of wind turbines was missing, but the reason is that the relevant laws are lax.
Among the requirements for allowing electricity business, the relevant law for residents’ permission is Article 7, Paragraph 5 of the Electricity Business Act, only one line.
Entrepreneurs must go through the process of gathering the opinions of residents through advance notice.
Permission is granted only by holding a business briefing session without specifying the consent of the residents.

The village community has collapsed and the atmosphere has become turbulent as the business owner only accepts permission from the residents who suit his taste.

Residents are so worried about the village where the wind farm will be built.
[김병건/평창군 봉평면 주민 : 풍력 발전이 들어온 데에 새로운 사회적 문제가 뭐냐 하면은 일단 귀촌·귀농이 없어요. 기존에 머무르고 계신 분들이 일단 나이들이 많으세요. 그러니까 자연적으로 인구는 줄겠죠.]
