2023-2024 agricultural campaign: 22 billion and more than 1,000 soldiers, 2,000 VDPs and 4,000 IDPs will be mobilized through the presidential initiative

The Council of Ministers of this Wednesday, May 31, 2023 adopted “the presidential initiative for agricultural production 2023-2024”.

“In light of the security situation and in view of the challenges for our food security linked to this looming agricultural campaign, the Head of State wanted through this initiative to involve the fighting forces in agricultural production so that we has the capacity to ensure the security of a certain number of production sites,” explained government spokesman Jean-Emmanuel Ouedraogo.

It will be 22 billion FCFA, more than 1000 soldiers, 2000 VDP and 4000 IDPs who will be mobilized for this program which includes three components, he said.

In terms of components, these are the Emergency Initiative for the Intensification of Rice Cultivation which will concern 4,000 hectares, the Burkina Military Food Program which will mobilize 3,500 hectares and the Defense Production of the homeland against food insecurity which will affect 3,500 hectares.

190,000 tons of cereals and vegetables produced on more than 11,000 hectares are expected in the implementation of this program.

Under the Ministry of Economy, Finance and Forecasting, the Council of Ministers adopted a report on the situation of the execution of the budget and the State treasury for the financial year 2023 at March 31, 2023.

According to the Minister in charge of finance, Aboubakar Nacanabo, it appears that as of March 31, 2023, an amount of 695 billion FCFA was mobilized by the revenue authorities.

“This amount represents more than 25% of the forecast. This constitutes a good performance compared to last year and shows that we are on a good trend” indicated Minister Nacanabo.

With regard to extraordinary income, namely donations, projects and programs, it appears that 109 billion FCFA were mobilized in the first quarter of the current year.

The Council also examined and adopted on behalf of the Ministry of Sports, Youth and Employment a report on the establishment of Opportunity-Insertion Referents in 302 rural municipalities.

“This system includes the establishment of a Referent who will be an agent of the municipality in support of youth cells and these cells will receive training and tools that will be developed by the National Agency for the Promotion of employment (ANPE). This will allow any young person from 15 to 35 years old and who lives in a rural municipality to come to the Referent to find out about job opportunities, vocational training opportunities, integration opportunities that exist, “explained the minister in charge of employment Boubakar Savadogo.

According to the Minister, this mechanism places youth issues at the heart of development actions.

The implementation of the Opportunity-Insertion Referents initiative will require consultation with various actors, in particular special delegations, youth associations, sectoral ministries, technical and financial partners. Its launch is scheduled for June 17, 2023 under the patronage of the Prime Minister.
