The talks between Russia and Ukraine were held in Istanbul, Turkey, for 4 hours on the 29th local time.

Ukraine has offered to adopt neutrality status if a system that guarantees security is established in the negotiations.

“What we are proposing is a clear, legally binding security guarantee similar in content and form to Article 5 of the NATO Treaty.”

The reaction from the Russian side after the meeting was also positive.

“After today’s substantive dialogue, it was agreed that a summit between the two leaders would come up with a possible solution.”

Ukraine has proposed a binding security plan similar to NATO Article 5, in which member states automatically participate in war in case of war, and Turkey, Germany, Canada, Italy, Poland, and Israel are said to have been mentioned as security countries.

If it becomes neutral, Ukraine has promised not to place foreign military bases on its territory.

It also proposed to consult with Russia over the status of Crimea, which Russia annexed from Ukraine by force, for the next 15 years.

Changes were also detected on the front lines as negotiations between Russia and Ukraine moved forward.

Russia immediately said it would cut military activity.

“Essentially, by reducing military activities in Kiiu and Chernivu provinces by time period, mutual trust is increased…”

However, the Russian side did not comment on military activities on the southern front, including the eastern Donbas Front, which has been controlled by separatist rebels, and Mariupol, which has been under siege for nearly a month.
