A man from North Carolina in his serious condition; after a collision with Maryland 140

A man in North Carolina stays in a "serious condition" at the University of Maryland Shock Trauma Center after being hit by a driver of Maryland-140 East early on Saturday morning, the police said Monday.

Michael Scott Waggy, 39, of Sparta, North Carolina, was walking in the middle of a lane on the Baltimore Road about 3:58 a.m. Saturday in light of reduced visibility due to rain conditions, Maryland State Police said.

The driver of Hyundai, a man from Taneytown not mentioned in the incident, was traveling east on the Baltimore Road near Gorsuch Road and was unable to avoid a striking Waggy, walking in the same direction and just in a path “The vehicle, police said.

The road was partially closed for about two hours.

The police continue to investigate the incident. Anyone who has knowledge or anyone who saw the accident is asked to contact Trooper First Class Mark Klinger at 410-386-3000, an extension of 3521.
