Apply for public redevelopment in areas that have been excluded from ‘Shintong Planning’

[이코노믹리뷰=권일구 기자]The second public offering for candidate sites for the Seoul public redevelopment project is being held. In particular, in this application for candidate sites, it is possible to apply for areas that have been rejected as candidates for private redevelopment in Seoul.

The Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government announced on the 29th that they plan to hold the second public redevelopment project candidate site from the 30th to February 28th of next year, and select 18,000 housing units in 18 locations between April and May.

Eligible applicants are existing redevelopment areas in Seoul (redevelopment areas, residential environment improvement projects) and new/removed areas in preparation for designation of redevelopment areas. You can participate in the public contest by submitting an application to the autonomous district where the project is located by meeting the eligibility requirements.

In addition, areas that have been excluded from the private redevelopment candidate list (quick integration planning) selected by the Seoul Metropolitan Government on the 27th can be applied for, so areas with low business potential or requiring adjustment of public interest can continue to pursue the project through public redevelopment.

Following the deregulation of redevelopment announced by the Seoul Metropolitan Government in May, the housing maintenance index system was abolished and regulations related to the 2nd and 7th floors were relaxed.

You can also apply for an urban regeneration area, an area requiring urban management and conservation, a protected area according to the Cultural Heritage Protection Act, or a historical and cultural environment preservation area.

In particular, for areas where urban regeneration projects are in progress or completed, the results of prior consultation with the Ministry of Land, Infrastructure and Transport and the Urban Regeneration Department of Seoul City on the correspondence between the maintenance plan and the urban regeneration revitalization plan, measures to prevent overlapping investment and sunk costs, etc. will be reflected in the selection. Is expected.

The resident consent rate required for the application for public offering was raised to 30% to reflect the change in the Seoul Metropolitan Government’s Urban and Residential Environment Reorganization Basic Plan. In consideration of this, the public offering period has been extended compared to the first public offering (45 days).

Areas withheld from the first public contest this year will also be reviewed by the candidate site selection committee this year.

In order to prevent share split, gap investment, uneconomical building activity (new construction activity), and sale fraud, the reference date for calculating the right of union members to receive sale is scheduled to be announced on the 30th, the date of the public offering, and restrictions on the designation of land transaction permission zones and restrictions on building permits. The selection of candidates will be made immediately.

Lim In-gu, head of the Housing Improvement Division of Seoul Metropolitan City, said, “As many districts that have had difficulties in promoting redevelopment have gained new vitality through public redevelopment, we will cooperate closely with autonomous districts, LH, and SH so that many districts can participate in the second public redevelopment contest. ” he said.

Kim Ki-yong, head of the housing maintenance division of the Ministry of Land, Infrastructure and Transport, said, “For public redevelopment, benefits such as applying the legal upper floor area ratio of 120%, integrated deliberation, and exclusion of the pre-sale price ceiling system are provided. .
