Seoul Court Rejects Arrest Warrant for Former Government Official Accused of Perjury

The Seoul Central District Court has dismissed the arrest warrant for Lee Hong-woo, the former head of the Commercial Area Promotion Agency and Mayor of Gyeonggi Metropolitan City, who was accused of giving false evidence during the trial of Kim Yong, former vice president of the Democratic Research Institute.
Chief judge Yoo Chang-hoon, in charge of warrants, stated that the case goes beyond simple perjury. Lee had even submitted manipulated data to the court to support his false claims, making the case more serious. The court admitted to handling data directly related to Lee and had secured objective data about him.
According to Judge Yoo, there is no apparent fear of evidence destruction or fleeing. Therefore, the reason and necessity for Lee’s arrest are difficult to recognize.
The trial involving Kim Yong-won, former Deputy Director of the Democratic Research Institute, and Lee Hong-woo, former head of the Gyeonggi Metropolitan City Commercial District Promotion Agency, continued at the Seoul Central District Court on September 1st. Kim is facing charges of perjury related to the alleged receipt of illegal presidential election funds.
During the trial, Lee falsely claimed to have met with Kim and another individual on May 3, 2021, at the Gyeonggi Metropolitan Market Promotion Agency in Suwon. This meeting is believed to be linked to the suspected illegal political funds received by Kim on the same day.
Furthermore, Lee is accused of collaborating with Kim’s lawyer and submitting fabricated evidence, specifically a fake cell phone schedule, to support his false testimony. As a result, prosecutors conducted searches at Lee’s residence and related offices.
In response to these allegations, Kim Yong-won’s attorney, Kim Ki-pyo, argued that even if there are discrepancies between the prosecution’s evidence and his client’s memory, it does not constitute perjury.
As the legal proceedings unfold, it remains to be seen how the court will ultimately address the perjury charges against Lee Hong-woo.
