Belgium’s federal government is preparing for renewed conflict over budget implementation as Vice Prime Minister David Clarinval warned that not all ministers are carrying out agreed reforms, setting the stage for a new budget clash.

The warning comes amid ongoing political deadlock, with Belgium’s parliament having delayed a key vote on the government’s programme law for the third time in a month due to opposition demands for further legal review. The delay has blocked several planned measures, including changes to energy taxes on gas, heating oil, and electricity, from taking effect as originally scheduled for 1 April.

Prime Minister Bart De Wever has maintained a firm stance against broad financial support measures to curb rising energy costs, repeatedly stating that “there is no money” for such initiatives. He argued that previous large-scale aid packages under the former government cost 6.2 billion euros in 2022 and were inefficient, poorly targeted, and added to the country’s fiscal strain.

De Wever has instead signaled openness to more targeted support, specifically for vulnerable households heating homes with fossil fuels and commuters relying solely on personal vehicles for work travel. A working group was scheduled to meet on Wednesday to discuss possible measures for these groups, with the cabinets set to receive a presentation from the monitoring committee and Planning Bureau on the budgetary impact of the energy crisis.

The prime minister has also left the door slightly open to a potential windfall tax on energy profits, though he cautioned against sweeping new proposals, warning that reacting impulsively to market developments would be unrealistic given Belgium’s fragile fiscal position, rising interest rates, and massive national debt.

Opposition parties have strongly criticised the government’s approach. Socialist leader Pierre-Yves Dermagne called the planned tax increases “unacceptable,” warning they would harm household finances during a period of rising prices. Vlaams Belang rejected the tax hikes as inappropriate without additional support measures, while the PVDA described the programme law as “an attack on workers.”

The governing majority has accused the opposition of abusing parliamentary rules to block reform, arguing that the delays are holding up other measures, including tax changes on investments and support for low-income workers. Key reforms are now unlikely to take effect before June at the earliest, with another attempt to pass the programme law expected next week.

The repeated postponements are increasing pressure on the government’s budget plans, which include higher excise duties on gas and heating oil, lower duties on electricity, and adjustments to taxation and social policy. As of 25 April 2026, the programme law remains central to the government’s efforts to address both budgetary constraints and the ongoing energy cost crisis.
