The police subsequently sent a letter to Cen, accusing him of slandering the police force and advocating violence, expressing extreme indignation and regret at his remarks, warning him that his incitement may violate Article 9 of the Criminal Offences Ordinance, and would not rule out further legal action. Cen reiterated that it is an ironclad fact that Zhou Zile was hindered from rescue by the police, and there are good reasons to believe that the police “murdered Zhou Zile.”
