(Vladivostok = Yonhap News) By Correspondent Choi Su-ho – The Eastern Economic Forum (EEF), garnering attention due to the possible attendance of North Korean Chairman Kim Jong-un, commenced on the 10th (local time) at the Federal University of the Far East in Vladivostok, Far East Primorsky Krai.
According to local media outlets such as Interfax and Tass, the official announcement of Chairman Kim’s presence, as anticipated by the West, was not made until the start of the event.
Earlier this month, the New York Times (NYT) reported, citing US government officials, that Chairman Kim might visit Vladivostok during the EEF, which is scheduled for four days until the 13th, for a summit with Russian President Vladimir Putin to discuss arms trade issues. However, it is still unknown whether he will actually visit Russia.
There were also reports indicating that Russia had made preparations for Chairman Kim’s arrival in Vladivostok on the 11th via a private train. Nevertheless, as of this morning, there were no unusual activities observed at Vladivostok stations, including the Hasan Station in Primorsky Krai, which is the border area between North Korea and Russia, where special trains would pass or arrive if Chairman Kim were to visit Russia.
An official stated, “There are no indications of security personnel being stationed around the railway line that passes through Khasan Station and leads to Vladivostok.”
The Kremlin also remains silent regarding the possibility of Chairman Kim’s visit to Russia. When questioned by reporters on the 9th (local time), Kremlin spokesman Dmitry Peskov responded, “I have nothing to disclose at the moment.”
Even local reports on President Putin’s schedule do not mention any planned summit with Chairman Kim.
According to the media, President Putin is set to arrive in Vladivostok on the 11th, where he will meet with Maritime Province Governor Oleg Kozemyako and others before attending the EEF plenary session on the 12th.
In addition, the highest-ranking foreign attendees at this year’s EEF are Chinese Vice Premier Jiang Guoqing and Laotian Vice President Fani Yatotu, both of whom are scheduled to hold separate meetings with President Putin during the plenary session.
Considering that neither North Korea nor Russia has officially announced Chairman Kim’s plans to visit until the opening day of the forum, there is speculation that there may have been a change in his travel itinerary, which might have been internally discussed by both countries.
There is also the possibility that the leaders of North Korea and Russia may meet in a region other than Vladivostok during the EEF or that they might postpone the meeting and have a face-to-face encounter in Moscow.
The EEF was established to address the development of the Far East, one of President Putin’s primary policy objectives, and was first held in 2015. This year, the event marks its 8th anniversary and is expected to have around 7,000 attendees, including government officials and business people from over 50 countries such as China, India, and Laos.
A government delegation from North Korea will also be present at the event, although the leader of the delegation is not yet known.
