Closing the conference hall… The ruling party’s independent agenda conciliation committee decides on the ‘Media Punishment Act’

On the 18th, in the absence of the opposition party, the Democratic Party independently decided to amend the Media Arbitration and Damage Relief Act (Media Arbitration Act) at the agenda adjustment subcommittee of the Culture, Sports and Tourism Committee of the National Assembly. The power of the people pulled out a card to refer to the agenda as a last resort to block the unilateral process of the Democratic Party’s standing committee the day before, but the Democratic Party neutralized it and forced the legislative monopoly.

On the same day, Chairman Do Jong-hwan, who belongs to the Democratic Party of Korea, protested by notifying the opposition party that six mediators (three from the ruling party and three from the opposition) were composed of Kim Seung-won, Lee Byung-hoon, and Jeon Yong-gi of the Democratic Party, Lee Dal-gon and Choi Hyeong-doo of the People’s Power, and Kim Eui-gyeom of the Open Democratic Party. called The People’s Power protested that the appointment of Rep. Kim Eui-gyeom, who took the lead over the Democratic Party lawmakers in handling the amendment to the Media Arbitration Act, was a trick assignment to fill the family quorum (more than two-thirds of the mediators) with four passports versus two opposition parties. Rep. Lee Dal-gon passed the Agenda Coordination Committee and demanded the exclusion of Rep. Kim and the reorganization of the conciliation committee, but was ignored.

At the end of the clash, two members of the People’s Power Coordinator boycotted the meeting and left the meeting that evening, and the Democratic Party held an agenda mediation committee between the lawmakers and pushed the resolution, saying, “Reporters are not allowed to enter the conference hall because of quarantine rules.” . Before the meeting continued, there was also a quarrel between a Democratic lawmaker and reporters demanding permission to cover the event.

Rep. Jeon Jeon-gi told reporters waiting outside the conference room, “Let the reporters broadcast on YouTube or in some way. We opened a meeting.” But the door was locked after the former lawmaker entered the hall, and an hour later, the sound of knocking on the doctor’s wand leaked out.

In a closed room, four lawmakers re-amended the Democratic Party’s amendment that was unveiled the day before. It is a partial reduction of the requirement for ‘presumption of intentional and gross negligence by the court’, which is a key toxin clause. Democratic Party lawmaker Lee Byung-hoon, who served as the chairperson of the agenda coordination committee, said, “It is regrettable that the opposition party did not attend.” “However, after collecting the opinions of the opposition, we reduced the 6 subparagraphs of Article 30(2) to 4, reducing the possibility of misuse in the field. ” he asserted. The Democratic Party of Korea held a plenary meeting of the Culture and Culture Committee on the morning of the 19th and announced that it would decide on the amendment bill at the standing committee.

The power of the people was powerless. Rep. Choi Hyung-doo said, “It’s a blinding subcommittee again when the Democratic Party opened the agenda coordination committee alone. Why are you so afraid of publicity?” and “Why can’t reporters enter the meeting that was unilaterally resumed by the Democratic Party + Open Democrats after Rep. Lee Dal-gon, who was the interim chairman, declared the meeting to be adjourned?” he posted on Facebook.

Earlier, when the ruling party refused to disclose the meeting to the media, Rep. Choi tried to broadcast the meeting live through his personal YouTube account, and a battle over it continued. Kim Seung-won, a member of the Democratic Party of Korea, argued, “If you hear another member’s voice while you are broadcasting on YouTube, there is a possibility of violating the Information and Communications Network Act.” Rep. Choi countered, “It is unreasonably preventing the disclosure of what the National Assembly Act requires (all meetings) to be disclosed.”

The Democratic Party considers the handling of the Media Arbitration Act an essential task at the National Assembly in August. “There is a great demand within the camp that the media arbitration law, a long-awaited project, should be dealt with before handing over the chair of culture and culture to the opposition party on the 25th,” said an official from the Democratic Party. Democratic Party floor leader Yun Ho-joong justified the speed war by saying, “In response to repeated opposition from the opposition, the Democratic Party has submitted a new amendment and actively cooperated.”
