Aging Building Suspected as Cause of Accident at Seun Shopping Centre

(Seoul = Yonhap News) By Kim Jeong-jin – On the 19th, at around 2 pm, a serious accident took place at the Seun Shopping Centre in Jongno-gu, Seoul. Part of the concrete outer wall collapsed, injuring the proprietor of a shop located on the first floor.
According to the police and fire authorities, the falling external wall originated from the fifth floor and crushed Mr. A, a trader in his 60s who owned a shop on the ground floor. The weight of the collapsed wall was approximately 83 kg.
Mr. A suffered severe injuries, with his toes nearly severed. He was immediately transported to the hospital for treatment.
The district office believes that the aging condition of the building was the cause of the incident.
The Seun Shopping Mall, which was completed in 1968, faced the possibility of demolition in 2006 when the shopping area was designated as a redevelopment promotion zone. In 2009, Hyundai Shopping Mall, a part of Sewoon Shopping Centre, was demolished. However, the redevelopment plan was canceled in 2014, and the remaining buildings were preserved.
An officer from the district office stated, “Following an on-site inspection conducted by the Regional Safety Centre, it has been determined that there is no immediate risk of further collapse. We will continue to monitor the situation and evaluate whether additional safety measures are necessary.”
The police will launch an investigation to ascertain the detailed circumstances surrounding the incident and determine if there was any negligence on the part of the building’s management based on CCTV footage and witness testimonies.
