Industry insiders suggest improving relevant supporting policies and promoting large-scale wind and solar base projects to be put into operation as soon as possible.

Central and local policies continue to support new energy

The proportion of non-fossil energy in total energy consumption has increased to about 17.3%, the new electric energy has replaced about 180 billion kWh of electricity, and the proportion of photovoltaic power generation and wind power generation in the total electricity consumption has reached about 12.2%… March 29 The National Energy Administration disclosed the specific goal of accelerating the green and low-carbon transformation of energy in 2022.

The document titled “Guiding Opinions on Energy Work in 2022” proposes to vigorously develop wind power photovoltaics, including increasing efforts to plan and construct large-scale wind and solar bases, supported by clean, efficient, advanced and energy-saving coal power around Safe and reliable UHV power transmission and transformation lines as the carrier of the new energy supply and consumption system. At the same time, the construction of major hydropower and nuclear power projects has been promoted in an orderly manner, and the installed hydropower capacity has reached 410 million kilowatts. The idea of ​​supporting the development of new energy will run through the entire “14th Five-Year Plan”. To meet the needs of large-scale development of new energy, the construction of storage capacity should also be accelerated. According to the “14th Five-Year Plan for New Energy Storage Development Implementation Plan” unveiled on March 21, by 2025, new energy storage will enter the stage of large-scale development from the initial stage of commercialization, with conditions for large-scale commercial application.

Many places also put forward the goal of vigorously developing new energy. According to the Development and Reform Commission of Ningxia Hui Autonomous Region, during the “14th Five-Year Plan” period, Ningxia will vigorously promote the development of photovoltaic and wind power, and realize the “doubling” of the installed capacity of new energy power generation. By 2025, the installed capacity of new energy will reach 50 million kilowatts. Shandong Province also plans to basically double the installed capacity of renewable energy power generation by the end of 2025 compared with 2020. Inner Mongolia proposed that by 2030, the total amount of new energy power generation will exceed the total amount of thermal power generation.

As an important part of the development of my country’s new energy industry, the 450 million kilowatt large-scale wind power photovoltaic base project planned and constructed in the desert, Gobi and desert is accelerating, and the scale is the largest in history.

“Economic Information Daily” reporter learned that the construction of the first batch of large-scale wind power photovoltaic bases in Gansu, Qinghai, Yunnan, Inner Mongolia and other places is progressing in an orderly manner. According to data from the National Development and Reform Commission, by the end of December 2021, the first batch of 97.05 million kilowatts of wind and solar power base projects in China had started construction of about 75 million kilowatts, and the remaining projects will start construction in the first quarter of this year.

At the same time, the second batch of large-scale base projects is being accelerated. Compared with the first batch of large-scale base construction projects involving 19 provinces, the second batch of large-scale scenery bases are mainly planned in the Three North Areas, and pay more attention to consumption and more delivery, requiring a single project scale of not less than 1 million kW; adhere to advanced and efficient development, encourage the use of wind turbines and photovoltaic modules with advanced equipment technology and high power generation efficiency; encourage the construction of centralized and shared energy storage to maximize the benefits of energy storage.

Industry insiders believe that the advancement of the construction of the wind and solar base project will bring significant increments to the development of the new energy industry.

According to data from the National Energy Administration, from January to February, the new grid-connected photovoltaics in China increased by 234% year-on-year to 10.86 GW, which is close to the new increase in the first half of 2021; the newly installed wind power capacity was 5.73 GW, a year-on-year increase of 61%.

Wang Bohua, honorary chairman of the China Photovoltaic Industry Association, predicts that, driven by the huge reserves of domestic photovoltaic power generation projects, the newly installed photovoltaic capacity in 2022 will be about 75 GW-90 GW, which is expected to usher in 36%-64% increase.

With the accelerated release of favorable new energy policies, enterprises are making a hot layout. Various industrial chains of the photovoltaic industry have recently accelerated production expansion, and many cross-border players have also entered the market to try to transform, covering hydropower, gas, petrochemical, automobile, cement, paper, shipbuilding and other fields. Information from Sinopec’s 2021 annual performance conference held on the 28th shows that this traditional oil and gas company will accelerate the development of new energy business with hydrogen energy as the core. Conch Cement recently released a new energy business investment plan, which plans to spend 5 billion yuan to develop photovoltaic power stations and energy storage projects to achieve full coverage of photovoltaic power generation in its subsidiaries.

“Economic Information Daily” reporter learned from an interview that the western region has obvious advantages in clean energy resources, and enterprises have a strong willingness to invest in construction, but there are still many difficulties in project construction. Respondents suggested that scientifically measure the absorption capacity and increase the power delivery of clean electricity. At the same time, speed up the adjustment of resource construction and solve the problem of seasonal and time-period contradictions between supply and demand. In addition, implement and strengthen the construction of cross-provincial and cross-regional power market mechanism.

Yuan Jiahai, a professor at the School of Economics and Management of North China Electric Power University, said that while accelerating the construction of delivery channels, it is necessary to further improve the peak shaving capacity of the sending end, ease the pressure on the receiving end, speed up the construction of the power auxiliary service market, and improve the medium and long-term power, spot and auxiliary services.
