Motorists are being advised to exercise caution as the Hi-Pass highway toll system experiences a series of ‘overpayment’ errors. Recently, Mr. A encountered the baffling ordeal of being overcharged for tolls while driving on the 1st Ring Expressway in the metropolitan area, according to Yonhap News on the 28th.
Mr. A, driving from Guri to Uijeongbu, passed the Bulamsan tollgate Hi-Pass section where the toll was paid as usual. However, even though he continued driving on the outer ring road instead of taking the right-hand road leading to the Byeolnae tollgate, the toll was inexplicably raised again as he went through the lane near the Byeolnae tollgate.
Startled by the voice at the Byeolnae Tollgate saying, “The toll of 1,800 won has been paid,” Mr. A sensed something amiss. Upon inquiry at the Byeolnae Tollgate, he was informed that, “The tollgate is in close proximity to the Hi-Pass section of the Byeolnae Tollgate, and there have been cases of incorrect charges when passing the last lane of the outer ring road.”
Upon checking with the customs booth, it was discovered that Mr. A had been incorrectly charged three times while passing through the outer ring road near the Byeolnae tollgate.
Confounded by the explanation given by the tollgate officer, Mr. A stated, “I was taken aback when I heard the response from the customs booth. It seems to me that there is an issue with instructing drivers to pay a Hi-Pass fee once if it is not paid, while pretending not to be aware of wrongly paid tolls until the victim reports it directly.”
Although Seoul Expressway Co., Ltd. which manages and operates the 1st Ring Expressway in the metropolitan area is aware of these errors occurring, no clear measures have been formulated.
An official from Seoul Expressway Co., Ltd. explained, “Some of the Hi-Pass machines nationwide occasionally experience incorrect charges like this. Errors can also occur depending on the location or direction of the Hi-Pass machine installation, and even due to weather conditions.”
