Noh Tae-ak, chairman of the National Election Commission, announced on the 31st that he would hold a count of former and current employees after asking the judicial authorities to investigate four cases of preferential employment for the children of NEC executives. The post of general secretary, head of office, is open to the outside world for the first time in 35 years. When asked about his future, Chairman Roh replied, “I will focus on solving the problem first,” and “Right now, I have no plans to resign.”

Chairman Roh issued a statement after the emergency committee that day and said, “I will request an investigation to resolve the doubts that have not been fully disclosed as a result of the investigation.”

“We will open the post of general secretary not only to the inside but also to the outside to reform the personnel system and find someone who can ensure political neutrality,” he said.

The Election Commission established a special audit committee (audit committee) chaired by Election Commissioner Jo Byeong-hyeon and conducted a special audit for two weeks on four cases: Secretary-General Park Chan-jin, Deputy Secretary-General Song Bong-seop, Jeju Election Standing Member of the Shin Woo-yong Commission, and Gyeongnam Election Commission General Affairs Manager Kim Jeong-gyu. The audit committee judged that it was difficult to rule out the possibility that all four had undue influence on their children’s career recruitment process. It is said that there is a possibility of violation of Article 44 of the Public Officers of the State Act, prohibiting obstruction of examination or appointment. In addition, as a result of a full investigation of former and current employees grade 5 or higher, a total of 10 children, including 4 high-ranking officials, former general secretary Kim Se-hwan, and former Election Commission standing member Sejong Yoon Jae -hyeon, allegations of preferential treatment were revealed.

The audit committee saw the possibility that Secretary General Park had excessive influence in the case of Secretary General Park, as he had not avoided the decision and approved the hiring of his children. In the case of Deputy Secretary General Song, it was revealed that he called the person in charge of the National Election Commission directly to confirm the progress of career recruitment, and then introduced and recommended his children. In the case of a new permanent member, it was found that an internal employee who had worked with the permanent member until the previous year of career recruitment participated as an interviewer and gave him a perfect score. In the case of General Affairs Manager Kim, it was revealed that he had informed the person in charge of human resources directly that his child was making an application, and that the interviewer was aware of the application. However, in all four cases, it was concluded that it was difficult to influence the promotion process too much.

In principle, the National Electoral Commission decided to fill public loans, but in the case of recruitment with experience, the National Electoral Commission will manage them in an integrated manner and limit those with expertise in elections or those with experience in elections . It was decided to abolish the ‘career recruitment of people who are not many’, which became a route for career recruitment of children from high positions. In the recruitment process, all interviewers are commissioned as external members and blind recruitment is introduced. In addition, it was decided to establish a personnel verification committee for political positions and introduce a procedure to check if there was preferential treatment to prevent hiring, promotion and the transfer of benefits to the children of public officials.

The power of the people demanded that the Democratic Party conduct an investigation into state affairs, while pressuring Chairman Roh to resign. Chief spokesman Yoo Sang-beom criticized, “This is just a measure for cotton to keep your position,” and “What’s different from leaving fish to a cat?”

On the other hand, the Audit and Inspection Board announced on the same day that it had decided to start an audit on the legality and preferential treatment of personnel management, such as recruitment and promotion, targeting the NEC.
