The Police System Improvement Advisory Committee (Advisory Committee) of the Ministry of Public Administration and Security announced on the 21st a recommendation containing measures to control the police. The recommendations include △ establishment of a police-related support organization within the Ministry of Public Administration and Security, establishment of command rules for the head of the ministry to which the Minister of the Interior and Safety belongs, establishment of a candidate recommendation committee for high-ranking police officers, and improvement of the supervision and disciplinary system. The police will convene a meeting presided over by the Commissioner General of the National Police Agency Kim Chang-ryong this afternoon and announce an official position on the recommendation.

First, an organization to support police-related work within the Ministry of Public Administration and Security will be established. According to the Constitution, the Government Organization Act, the National Police and Autonomous Police Organization and Operation Act (Police Act), and the Criminal Procedure Act, the Minister of Public Administration and Security proposes and proposes police-related laws and regulations, directs the head of the department for policy establishment, personnel request, and the National Police Commission It has the authority to submit agenda items and to revise and discuss investigation regulations. However, there is no organization within the Ministry of Public Administration and Security to assist the minister in these tasks, so the purpose of the law is not properly implemented. It also establishes the rules of command for the head of the agency under the Minister of Public Administration and Security. According to the Government Organization Act, the Minister of Public Administration and Security can directly direct the Commissioner of the National Police Agency in establishing important policies of the National Police Agency, but the Ministry of Public Administration and Security does not have any relevant rules.

For high-ranking police officers, such as the Commissioner of the National Police Agency and the head of the National Investigation Headquarters, a candidate recommendation committee or recommendation advisory committee will be established to enhance transparency in personnel procedures. Strengthen self-inspection by the police and make external audits such as the Board of Audit and Inspection substantive. Improve the objectivity of the disciplinary process by improving the disciplinary request procedure for high-ranking police officers, including the Commissioner of the National Police Agency.

It will also expand infrastructure related to police work. In order to strengthen the investigative capacity, measures such as increasing manpower, improving the rank retirement system and multiple rank systems, and expanding the promotion of general police officers to senior positions are planned. The role of the investigation deliberation committee will be strengthened by transferring the affiliation of the investigative examiner to a higher institution. The advisory committee suggested that a police system development committee (tentative name) be established to come up with a fundamental improvement plan that had not been discussed.

The advisory committee has held four meetings since the 13th of last month and confirmed recommendations for improving the police system. The Ministry of Public Administration and Security established an advisory committee and came up with recommendations, judging that it was necessary to control the powers of the police, which had grown due to the lack of inspection. Deputy Minister of Public Administration and Security Han Chang-seop said, “The Police System Improvement Advisory Committee proposed important tasks for system improvement through in-depth discussions for a short period of time. We will faithfully carry out the task by listening to the opinions of related organizations,” he said.
