Yoon Woo-jin (67), former head of Yongsan Tax Office in Seoul, who was on trial for taking back money by saying he would avoid a tax investigation, was released after the detention period expired. Former Chief Yoon is the older brother of Yoon Dae-jin, the head of the planning department (chief prosecutor), who is said to be a close aide to President Yoon Seok-yeol.

According to the legal community on the 22nd, the 27th Criminal Agreement of the Seoul Central District Court (Judge Kim Ok-gon) decided not to issue an additional arrest warrant for Yoon.

As a result, Yoon was released before midnight on the same day when the arrest period was over.

According to the Criminal Procedure Act, the period of detention is up to six months from the time of indictment to the sentencing of the first trial. Yoon was indicted on December 23, last year.

He is charged with taking 529 million won from a tax accountant and a meat importer in the name of providing convenience related to work (a bribe under the Act on Aggravated Punishment of Certain Crimes).

He is also being tried separately on charges of taking 130 million won from two people, including a real estate developer in Incheon, saying that he would solicit a favor from tax authorities between 2017 and 2018 (violation of the Attorney Act).

The former chief of the department, Yoon, said that 30 million won was the reward for normal business performance, and 100 million won was reimbursed from the loan.

Earlier, on the 20th, Kim Sang-il, the chief judge of the Seoul Central District Court’s 1st Criminal Division, rejected the application for bail of former Chief Yoon.

At the first trial of former Chief Yoon on the 10th of last month, the prosecution said, “I am applying for a change of the indictment with the purpose of adding the crime that is related to the previous indictment.” After the indictment, it was revealed that former Chief Yoon received a bribe, and this is because it can be regarded as a single crime with the existing crime, so the intent is to add the contents to the indictment without prosecuting it separately.

A lawyer for Yoon’s side argued that “the prosecution’s change of the indictment form without additional prosecution seems to be due to the statute of limitations issue,” and argued that “the prosecution was expedient.”

The court approved the change of the indictment after confirming the opinions of both sides. As a result, the amount of bribes received by Yoon, who will be tried by the court, has increased from 200 million won to 529 million won.
