In June 2014, Russia, Ukraine, France, and Germany came together again to discuss ways to resolve the dispute in the Donbas region of eastern Ukraine.

The delegation held a meeting and adopted a joint statement to continue the ceasefire efforts in connection with the ongoing clashes between pro-Russian separatists and government forces in the Donbas region.

The joint statement states that Ukraine and Russia unconditionally respect the ceasefire and that negotiations will resume in Berlin, Germany within two weeks.

Each country showed a slight temperature difference while giving meaning to the derivation of the statement.

In particular, Dmitry Kozak, deputy head of the Russian presidential administrative office, drew a line that the situation in eastern Ukraine, which is controlled by pro-Russian rebels, and tensions at the current Ukrainian border are separate issues.

This meeting is interpreted as an evaluation of the failure to advance beyond the Donbass conflict to the resolution of the Ukraine border crisis between Russia and the West over NATO’s eastward movement.

In the midst of this, Germany, which has refused to supply Ukraine’s arms, is drawing attention to supply 5,000 military helmets to Ukraine.

Germany is raising suspicions from its allies as it opposes arms exports to Ukraine and Russia’s exclusion from the international payment network, one of the sanctions cards, even amid growing fears of a Russian invasion of Ukraine.

The New York Times warned that if Russia invades Ukraine, the West may not be able to fight together by using Russia’s ambiguous Germany to divide the West.
