Gapyeong-gun ‘border area’ designation speed… Debate at the National Assembly next month

Gapyeong-gun, Gyeonggi-do, is speeding up the revision of the law to designate a ‘border area’, which has recently become a hot topic in the region.

Gapyeong-gun announced on the 19th that it will hold a policy debate on this topic at the National Assembly Hall on the 4th of next month.

Gapyeong-gun is currently urging the government to revise the ‘Enforcement Decree of the Special Act on Support for Border Areas’.

This is because, even though it meets all the criteria for border area designation set by law, it is not included in the Enforcement Decree of the same law (Article 2).

The government first enacted the Border Area Support Act in 2000.

However, Gapyeong-gun was not included in the border area not only at this time, but also during the revision of the law in 2008 and the revision of all special laws in 2011.

The border areas determined by the Enforcement Decree of the Current Border Area Special Act (Article 2) are Incheon Ganghwa and Ongjin-gun, Gimpo and Paju-si, and Yeoncheon-gun, which are adjacent to the demilitarized zone or the maritime Northern Limit Line.

In addition, Goyang, Pocheon, Yangju, Dongducheon, and Cheorwon, Hwacheon, Yanggu, Inje, and Goseong-gun in Gangwon-do are designated as border areas by presidential decree.

Gapyeong-gun claims that this enforcement ordinance is very unreasonable.

Gapyeong-gun is also within 20km south of the Civilian Access Control Line, which was the standard for border area designation at the time the law was enacted, and satisfies all geographical conditions such as military protection facility area and US military donation area (Gapyeong-eup, Buk-myeon, Jojong-myeon). <프레시안 7월26일 보도>

However, because it is not a border area, it does not receive government support or tax benefits.

To resolve this issue, Gapyeong-gun submitted a proposal to revise the law to Gyeonggi Province and the Ministry of Public Administration and Security last May. Currently, research services are being pursued through the Gyeonggi Research Institute and the Local Administration Research Institute of the Ministry of Public Administration and Security.

Meanwhile, Gapyeong-gun decided to hold a policy debate with National Assembly member Choi Chun-sik and others at the National Assembly next month and focus on revising the law.

Park Jae-geun, head of the Gapyeong County Taxation Department, said, “It is right to include Gapyeong County in the border area as it meets all the requirements for border area designation as stipulated by law,” and added, “We look forward to the government’s reasonable judgment.”
