Germany pushes for limited legalization by allowing ‘cannabis clubs’

The German government has decided to pursue limited cannabis legalization within the year so that each person can possess up to 25 grams of cannabis.

According to local media such as Deutsche Welle on the 12th (local time), Health Minister Karl Lauterbach and Agriculture Minister Chem Ozdemir held a press conference on the same day and announced plans to legalize cannabis within the year, allowing cultivation of cannabis, possession, and it was announced that it would be executed. Minister Lauterbach said that the cannabis criminalization policy has failed, saying, “We know that increasing penalties will not solve the problem.”

The German government originally pushed for a plan to allow up to 30 grams of cannabis per person to be sold in specialist shops in October last year, but after a meeting with the European Union (EU), the level allowed was reduced .

Instead, it plans to allow the establishment of ‘cannabis clubs’ which can grow and sell cannabis. Each club cannot have more than 500 members over the age of 18, and clubs can sell up to 25 grams of cannabis per day and 50 grams per month to members. There are about 3 cannabis that can be made with 1 gram. Members can also personally grow up to three cannabis plants per month.

The reason why the German government started to legalize cannabis was because it deemed it difficult to control it through regulation alone. One study found that 8.8% of adults aged 18 to 64, or around 4.5 million, had smoked cannabis at least once in the past year.

Meanwhile, European countries are set to loosen regulations on cannabis to reduce the profits of drug gangs.
