Burgum announced the appointment on Wednesday, saying Miller will give "extensive experience" of efforts to improve government services for residents.
Since 2006, Miller served as CEO and board chair in Fargo-based Border States, the seventh largest electrical distributor in North America. As Burgum's chief operational officer, Miller will succeed with Jodi Uecker, who is retiring at the end of the month. Uecker has served since Burgum created the position when he took up office in December 2016.
Miller will not officially take on his new role until 1 April, 2020, due to his commitment to the Border States. It will begin on a transitional period of 1 October, getting to know the administration and operation of state governments. Uecker will assist the transfer on a part-time basis.
