The Gyeonggi Provincial Office of Education is operating a ‘tertiary institution separate education program’ to protect students’ learning rights and teachers’ teaching rights.
According to the Provincial Office of Education on the 3rd, the 3rd separate education program is designed to improve and change the behavior of students who interfere with educational activities, such as acquiring self-understanding, communication skills, and alternative behaviors based on expert diagnosis.

Previously, Gyeonggi Province Superintendent of Education Lim Tae-hee said in August, “We will take measures to protect educational activities by protecting the legitimate educational activities of teachers and sufficiently guaranteeing the learning rights of all students.” It has been announced that ‘classroom separation by stage’ and ‘outsourced education’ will be implemented.
The Provincial Office of Education provides ‘Article 54 of the Enforcement Decree of the Elementary and Secondary Education Act’ for students who have difficulty in primary and secondary separate education at the school level, which is implemented in accordance with the ‘Notice on Teachers’ Guidance of Student Life’ for students who interfere with educational activities. The 3rd separate education program is applied in accordance with Paragraph 2.
The third separation education is carried out upon request from the school based on the consent of the guardian, and counseling and healing support continues if necessary even after the separation education.
The Provincial Office of Education designated the Gyeonggi Provincial Office of Education Peace Education Center and Baekrok School as tertiary special education institutions to ensure smooth operation of tertiary separate education.
After pilot operation this year, we plan to expand special educational institutions and programs next year.

Meanwhile, in a regular public opinion poll conducted by the Provincial Office of Education last August, 98% of teachers and 80% of parents responded that ‘separate education is necessary to protect educational activities.’
