(Seoul = Yonhap News) Reporter Koh Mi-hye = The cost paid to medical institutions by the National Health Insurance Corporation (酬價, price of medical services) will rise by 1.98% next year.

As a result, the cost of treatment paid by patients will also rise slightly, which could lead to an increase in health insurance premiums next year.

The National Health Insurance Corporation announced that it has completed negotiations with seven health and medical organizations for the 2024 medical care benefit cost contract, and that the Financial Action Committee has discussed and decided on the 1st.

The average fee increase rate is 1.98%, which is the same level as this year. The rate of increase was 2.29% in 2020, 1.99% in 2021, and 2.09% in 2022.

By type, it was determined that the rate of increase next year was 1.9% for hospitals, 3.2% for dentists, 3.6% for oriental medicine, 4.5% for midwives, and 2.7% for health institutions.

Eventually, negotiations broke down with the Korean Medical Association, which represents the clinic level, and the Korean Pharmaceutical Association, which represents pharmacies. The final increase rates offered by NHIC to these institutions were 1.6% and 1.7%, respectively.

The scope of the increase in fees will be decided by the Health Insurance Policy Discussion Committee (Health Review) by the 30th of this month, and then announced by the Minister for Health and Welfare by the end of the year.

Fees for clinics and pharmacies, where negotiations broke down, are also decided by the Health and Safety Review Board.

Due to the increase in the number, additional health insurance funding is worth 1.1975 trillion won.

As the financial burden increases, it can lead to an increase in health insurance premiums.

This year, the health insurance premium rate for employer subscribers is 7.09%, and next year’s health insurance premium level is expected to be determined through a health review around August.

The amount of out-of-pocket expenses paid by patients to hospitals and pharmacies and medicines will also increase to the same extent as the increase.

For example, the initial outpatient consultation fee at a hospital will rise by 310 won from 16,650 won to 16,960 won next year, and the patient co-payment will increase by 100 won from 6,600 won to 6,700 won.

This year’s negotiations were more difficult than ever because of differences of opinion between subscribers, who complained of an economic burden due to rapid inflation, and suppliers, who complained of management difficulties due to rising medical prices, the KOSHA said.

The NHIS expressed regret that the discussions with clinics and pharmacies have broken down despite several consultations, saying, “We started discussions after comprehensively considering the sustainability of the health insurance system, the establishment of essential medical systems and the maintenance of medical infrastructure, and the level of burden on subscribers.” he did

On the other hand, the financial operation committee on the same day also decided on a side opinion recommending the use of part of the higher fee for adjusting the fee in areas with low cost-to-compensation, such as surgery, treatment, and fees basic medical, to be used for expanding essential medical care such as pediatric care.
