I wasn’t in a hurry… Hyunsan reveals circumstances surrounding construction calls

On the afternoon of the 17th, debris that could not be removed is seen at the site of the collapse of the Hyundai Industrial Development Apartment building in Hwajeong-dong, Seo-gu, Gwangju. 2022.1.17/News1 © News1

In connection with the collapse of Hwajeong I-Park in Seo-gu, Gwangju, the circumstances in which HDC Hyundai Development Company urged construction are being confirmed one after another. After the police secured a statement from a partner company that “Hyundai Industrial Development urged the construction,” it was also identified in the supervision report that the frame construction was rushed.

According to the Dong-A Ilbo coverage on the 19th, according to the supervision report of Hwajeong I-Park Building 201, where the collapse accident occurred, the scheduled timetable was to finish all the frame work up to the 39th floor of Building 201 by December last year. Scheduled schedule is a document containing the process or schedule of construction in advance.

However, in the case of Building 201, the contractors agree that it was impossible to finish the frame work by December of last year as the construction was delayed. Because of this, even on the 11th, when the collapse occurred, it was snowing in sub-zero weather, but the concrete pouring work on the 39th floor (pouring into the formwork) was forced. Considering the curing period for the 39th floor concrete (protecting it until it completely hardens) and the pouring of the 39th floor wall and ceiling, it seems that all the framing work could not be completed until at least January. This is also contrary to what Hyundai Development Company explained immediately after the accident, saying, “The entire process exceeded the expected process, and the time was not pressed.”

Accordingly, on the 18th, the police raided the headquarters of Hyundai Industrial Development in Yongsan-gu, Seoul, Seo-gu Office in Gwangju, as well as material supply companies, and expanded the investigation into allegations of coercion.

The police are also concentrating their investigative power on accusing them of poor construction, such as poor concrete curing and non-installation of supports (dongbari), after receiving the 38th floor concrete sample (concrete specimen) from Hyundai Development Company on the 18th, which could not be secured during the raid and seizure of the on-site office on the 14th. . Park Hong-geun, head of the expert advisory group at the Accident Management Headquarters (professor of the Department of Architecture, Seoul National University) said, “So far, poor curing and non-installation of supports are presumed to be the biggest causes.”

Meanwhile, as a result of an investigation by Gwangju City, the upper floors of Building 201, which collapsed, shook up to 41 mm after the accident, and the city and fire departments are keenly aware of it. An official from Gwangju City said, “It is a common phenomenon in high-rise buildings, but we are measuring it precisely as a part of the building has collapsed.
