Recently, the Ministry of Commerce and other 20 departments jointly issued the “Notice on Several Measures to Promote Trade Liberalization and Facilitation of Hainan Free Trade Port”, clarifying 28 policy measures in terms of trade in goods and services, and accelerating the promotion of trade freedom in Hainan Free Trade Port. Facilitate.

In the next step, how should the Hainan Free Trade Port continue to create a legal, international, and convenient business environment? In the process of improving the business environment, what problems Hainan encountered… With the above problems, the reporter of “Daily Business News” (hereinafter referred to as NBD) interviewed Sang Baichuan, Dean of the Institute of International Economics of University of International Business and Economics.

Optimize the business environment to attract capital talents

NBD: Regarding the development of Hainan, some experts believe that the development of Hainan in recent years is not as good as that of some coastal special economic zones. One of the reasons is that there are still some contradictions in the business environment that are more prominent. The more you go to the grassroots, the more prominent. How do you think about this? Kind of view?

Sang Baichuan: I agree with this view.

The shaping of the business environment is crucial to the construction of Hainan Free Trade Port. Hainan has established a special economic zone for more than 30 years, but there is still room for improvement in the business environment. For example, administrative efficiency still needs to be improved, especially at the grassroots level.

Under the current opportunities for the development of Hainan Free Trade Port, Hainan needs to have an open vision, a sense of urgency to wait for time, and the mission of the times. On the other hand, in order to allow cadres to venture and experiment boldly, a fault-tolerant mechanism can be set up to improve administrative efficiency in an all-round way.

NBD: You just mentioned that the shaping of the business environment is very important to the construction of Hainan Free Trade Port. What are the specific manifestations of this importance?

Sang Baichuan: The core function of a free trade port is trade liberalization and facilitation. The shaping of the business environment and the promotion of the construction of the free trade port are in the same line.

Only by continuously optimizing the business environment can the construction of Hainan Free Trade Port be promoted more quickly. Only in the process of continuously optimizing the business environment can the flow of capital, people and goods be attracted to gather in Hainan, so that various production factors such as capital, technology, and talents will continue to expand in Hainan and form an industrial foundation. It can develop faster.

NBD: Judging from the country’s positioning of the Hainan Free Trade Port, the construction of its business environment will not only face domestic enterprises, but will also radiate to Southeast Asia and even the global development pattern. In creating an international business environment, what do you think of Hainan’s current foundation?

Sang Baichuan: Hainan’s current foundation is relatively weak, but it is full of hope.

The so-called international business environment should be designed in accordance with international advanced economic and trade rules and standards, and in accordance with the requirements of a high-level free trade port. At present, under the general background of building a free trade port, Hainan is benchmarking against advanced international economic and trade rules, and has rapidly started to promote high-level trade liberalization and facilitation.

Liberalization of management rights should be combined with supervision

NBD: In order to support the construction of Hainan Free Trade Port, relevant departments have issued a series of policy measures. Which policy do you pay the most attention to, and what breakthroughs can these measures bring to the improvement of Hainan’s business environment?

Sang Baichuan: What I am most concerned about is the relaxation of some business licenses, certifications, quotas, etc. For example, imported sugar is not included in the total tariff quota management, and the Hainan Free Trade Port is supported by the Hainan Free Trade Port to carry out product, management and service certification agencies related to trade in goods. Pilot qualification approval, etc.

In the future, the coverage of these measures can be further expanded. Except for some prescribed areas, other areas should be liberalized in various aspects such as business licenses, enterprise qualification certification, even quota management, and quantity restrictions.

Of course, when these operating rights are released in the early stage, they must be combined with supervision during and after the event.

In addition, in terms of maintaining economic security, the improvements made during and after the event supervision are mainly reflected in the principle of classified supervision of import and export commodities-some automatically licensed trades that are not related to national security should be liberalized in terms of safety supervision; For some areas that may impact national economic security, relatively strict regulatory standards should be implemented in the process of opening up. I think this sort of supervision approach is in line with the future development direction.

NBD: In terms of policy implementation, do you have any suggestions?

Sang Baichuan: First of all, in principle, some measures that can benefit the liberalization and facilitation of the Hainan Free Trade Port should be handed over to Hainan for trial. Layers of administrative approval and multi-head supervision will prevent Hainan from being able to let go.

At the specific implementation level, a level playing field should be created. For domestic-funded enterprises, foreign-funded enterprises, domestic personnel and foreign personnel, the management system should be closer to the principle of fair treatment.

With such concepts and ideas, many policies and measures can be implemented automatically under the premise of meeting statutory standards, which can greatly simplify the procedures and links of administrative examination and approval. In addition, it is necessary to organically integrate the phased ideas for the construction of a free trade port with the ultimate goal of building a high-level free trade port.

While implementing the policy, we should also take into account the construction requirements after 2025, benchmark the development of the free trade port, and integrate it with the construction of Hainan. We must pay attention to the convergence of the development process, and more attention should be placed after 2025.
