NBD: Regarding the development of Hainan, some experts believe that the development of Hainan in recent years is not as good as that of some coastal special economic zones. Sang Baichuan: I agree with this view.
The shaping of the business environment is crucial to the construction of Hainan Free Trade Port. Hainan has established a special economic zone for more than 30 years, but there is still room for improvement in the business environment. For example, administrative efficiency still needs to be improved, especially at the grassroots level.
Under the current opportunities for the development of Hainan Free Trade Port, Hainan needs to have an open vision, a sense of urgency to wait for time, and the mission of the times. Sang Baichuan: The core function of a free trade port is trade liberalization and facilitation. The shaping of the business environment and the promotion of the construction of the free trade port are in the same line.
Only by continuously optimizing the business environment can the construction of Hainan Free Trade Port be promoted more quickly. Only in the process of continuously optimizing the business environment can the flow of capital, people and goods be attracted to gather in Hainan, so that various production factors such as capital, technology, and talents will continue to expand in Hainan and form an industrial foundation. Sang Baichuan: Hainan’s current foundation is relatively weak, but it is full of hope.
The so-called international business environment should be designed in accordance with international advanced economic and trade rules and standards, and in accordance with the requirements of a high-level free trade port. At present, under the general background of building a free trade port, Hainan is benchmarking against advanced international economic and trade rules, and has rapidly started to promote high-level trade liberalization and facilitation.
Liberalization of management rights should be combined with supervision
NBD: In order to support the construction of Hainan Free Trade Port, relevant departments have issued a series of policy measures. Which policy do you pay the most attention to, and what breakthroughs can these measures bring to the improvement of Hainan’s business environment?
Sang Baichuan: What I am most concerned about is the relaxation of some business licenses, certifications, quotas, etc. For example, imported sugar is not included in the total tariff quota management, and the Hainan Free Trade Port is supported by the Hainan Free Trade Port to carry out product, management and service certification agencies related to trade in goods. Pilot qualification approval, etc.
In the future, the coverage of these measures can be further expanded. Except for some prescribed areas, other areas should be liberalized in various aspects such as business licenses, enterprise qualification certification, even quota management, and quantity restrictions.

NBD: In terms of policy implementation, do you have any suggestions?
Sang Baichuan: First of all, in principle, some measures that can benefit the liberalization and facilitation of the Hainan Free Trade Port should be handed over to Hainan for trial. Layers of administrative approval and multi-head supervision will prevent Hainan from being able to let go.
At the specific implementation level, a level playing field should be created. For domestic-funded enterprises, foreign-funded enterprises, domestic personnel and foreign personnel, the management system should be closer to the principle of fair treatment.
With such concepts and ideas, many policies and measures can be implemented automatically under the premise of meeting statutory standards, which can greatly simplify the procedures and links of administrative examination and approval. In addition, it is necessary to organically integrate the phased ideas for the construction of a free trade port with the ultimate goal of building a high-level free trade port.
While implementing the policy, we should also take into account the construction requirements after 2025, benchmark the development of the free trade port, and integrate it with the construction of Hainan.
