Investigation Launched on Geum River Basin Environment Agency

Osong Underpass Road Flood Accident – On September 7th, the Prosecutors’ Investigation Headquarters initiated a mandatory investigation into the Geum River Basin Environment Agency, which is responsible for managing the Miho River.

The Cheongju District Prosecutor’s Office dispatched approximately 10 investigators, including two prosecutors, to the Environment Agency in Yuseong-gu, Daejeon. The investigation lasted for about 10 hours, starting at 9:30 am on the same day, with the purpose of securing documents related to the management of the temporary river embankment in Miho.

During the operation, the prosecution conducted a search and seizure of the Commissioner’s Office and the River Bureau. The charges listed in the search and seizure warrant include professional negligence and manslaughter.

An official from the Cheongju District Prosecutor’s Office explained, “Although the Geum River Basin Environment Agency was initially not included as a subject of investigation by the Government Policy Coordination Office, it was later excluded from the search and seizure target.”

Prior to this investigation, the Government Policy Coordination Office conducted an inspection and found that the poor construction of the Miho River temporary embankment near the Gungpyeong 2 underpass was a significant contributing factor to the disaster.

Simultaneously, the prosecution also summoned 36 officials from five agencies, including Chungbuk Province, Cheongju City, Administrative City Construction Agency, Chungbuk Police Agency, and Chungbuk Fire Headquarters for questioning.

In July, prosecutors had already conducted a search and seizure of these organizations. Additionally, on the 1st of last month, they raided five companies involved in the construction and supervision of the Mihocheongyo Bridge temporary embankment.

On July 15th, in Osong-eup, Heungdeok-gu, Cheongju-si, the Miho River embankment collapsed due to heavy rainfall at the Gungpyeong Subway 2, resulting in the submersion of 17 vehicles, including city buses. The tragic accident claimed the lives of 14 people and left 10 others injured.
