“It is not excluded that the parliament is seized or seizes itself, at any time, of any file of major interest”, Mrs TSEGAN

In accordance with the provisions of article 55 paragraph 2 of the Constitution, the first ordinary session of the year opened in the presence of students from the public and private sectors of the National Assembly. A great innovation to the credit of the parliament. Opportunity for the President of the National Assembly to inform the elected representatives of the people of the 24 projects tabled on their table by the government….

Il there will be no rest for the people’s elected officials for the next 4 months. At the opening of the first ordinary session of the year, they were informed that, on the table, the Togolese government has tabled 24 projects. With regard to the task, Mrs. Yawa Djigbodi TSEGAN invited the standing committees to work hard to examine all the pending files, knowing that “it is not excluded that the parliament is seized or seized himself, at any time, of any matter of major interest”.

» (…); we have 24 bills tabled by the Government on the desk of the National Assembly. The calendar for the next four months is therefore already full and calls for quality production in the interest of our nation”, recalled Yawa Djigbodi Tsègan, in his opening speech of the session. She also called on the standing committees to work hard to examine all the pending files, knowing that it is not excluded that parliament may be seized or seize itself, at any time, of any file of major interest. (…). The study and examination of bills, both in committee and in plenary, require the active involvement of members of the Government. This is the place to highlight the perfect collaboration that exists between the National Representation and the entire government team.”

For Mrs. TSEGAN, the parliament expects to continue “the modernization of our institution to reflect the aspirations of society while ensuring the maintenance of parliamentary tradition” “Faced with this changing imperative, we have started the construction of an annex pavilion with within it a 500-seat multi-purpose hall, thus making the National Assembly more open, more accessible and more welcoming”, indicated Yawa Djigbodi Tsègan.

On March 7, 2023 at the seat of parliament, the atmosphere was very special. At the opening ceremony, several personalities were present. Among this world, there are 400 students from public and private universities, ENA and students supervised by Plan International Togo. This is the first time that an ordinary session has opened before this large number of students. An innovation to be credited to parliament.

The opening of the session gave way to an open debate without language of wood with the students. It was discussed with the students, the idea of better understanding the functioning of parliament, how they do their job.

Facing the deputies, the students wanted to know why the National Assembly is not making a bill. On this point, MEPs also provided clarifications. But those who caught the attention of the audience came from the President of the National Assembly. Mrs TSEGAN was clear: “Each law has constraints and limits. Law proposals, deputies make them. But each law must be accompanied by provisions and financial framework to ensure its implementation. As parliamentarians, we are aware of the budgetary constraints linked to the various finance laws. While the government is already introducing bills already responding to the roadmap designed by the State, it is obviously difficult for bills to be validated.

The direct exchanges with the students allowed the students to receive a good dose of knowledge about the parliament. For the President of the National Assembly, it is a great honor and a source of pride. “As for the students present at this ceremony, we are proud of your dynamism and your thirst for commitment. Pupils and students today, but ambassadors, deputies, business leaders, in short, decision-makers tomorrow”.

The structural transformation of agriculture, the Togolese parliament is interested in it

The elected representatives of the people in their agenda, will be interested in the next 4 months within the framework of the works of the open session, in the question of the structural transformation of agriculture. During the past years, the deputies to the national assembly have been interested in the issue of quality education for our youth, the promotion of local consumption or the enhancement of our local authorities.

Today, we are choosing to take an interest in the question of the structural transformation of our agriculture.”, said Mrs. Yawa Djigbodi TSEGAN. Because, she says, the future of agriculture and the agriculture of the future form one and the same issue with the aim of guaranteeing our food security while contributing to improving the incomes of actors in the production chain and conversion »
