Long waiting time after applying for a carer… “Wait a year”

We recently raised the suspicion that a carer at a government-run childcare service had abused a 15-month-old child.

However, when I heard the stories of parents of children who had been harmed by using this service, there were more than one or two things that need to be improved with this service that the government guarantees.

Caught on CCTV, this middle-aged woman is a government guard with a 15-month-old child.

The childcare service, which started in 2007, is a government supported project to fill the care gap.

The key is that a carer who has obtained a parenting license visits the house and looks after the baby.

However, after using the service for 11 months, the parent of the child victim in the CCTV complained that there were too many areas for improvement.

First of all, the process of finding a carer was not easy.

[A 씨 / 피해 아동 부모 : 저는 구하기가 조금 쉬웠어요. 두 달로 끝났는데 제 주변에는 대기 번호가 80번이다, 6~7개월 기다린다….]

It’s easy to find reviews online that say it took anywhere from a few months to a year to connect with a caregiver.

Currently, around 26,000 public carers look after almost 100,000 babies and toddlers.

Even if new carers are introduced every year, around 70% of them leave their jobs at the same time, so supply can barely keep up with demand.

There is also a lack of systems to manage child carers.

If the carer does not keep the promised time, there is almost no way to punish.

[A 씨 / 피해 아동 부모 : 저는 아침에 취소하면 벌칙이 있어요. 그걸 세 번 하면 (서비스) 이용 정지에요. 그런데 (돌보미) 선생님들은 그렇게 할 수 있어요. ‘벌칙이 있나요?’라고 물어봤더니 없어요, 없대요.]

There are also situations where dual income parents who have no other choice to look after their children notice the carer.

[A 씨 / 피해 아동 부모 : 일하다가 말고도 (약속 있다고) 가버리고. ‘왜 이렇게 먹을 게 없어.’라고 대놓고 이야기하는 분도 계세요.]

Experts advise that there is a need to increase government support to ensure there are enough quality carers, while at the same time improving the uneven quality of services from local governments.
