In accordance with North Korean orders, they intervened in the selection of key executives of the KCTU and the establishment of policy lines, and tried to seize and manipulate the KCTU by recruiting key figures from the central headquarters, industry and regional federations as members of the organization.
Specifically, from 2017 to 2019, Mr. A and others contacted North Korean agents abroad, including Cambodia, China, and Vietnam, and received orders for domestic activities. In particular, from 2018 to last year, North Korean directives were delivered a total of 102 times. The directive contained instructions related to △identifying internal trends in the KCTU, △attempting to seize the central executive department, △taking control of the KCTU industrial unions, and △manipulating key departments and others behind the scenes.

As a result of the prosecution’s search and seizure, video and photo data of military facilities and military equipment, such as the Pyeongtaek US military base and Osan air base, were found on Mr. A’s office PC. At the time of the so-called ‘RO Incident (2013)’, the meeting participants also discussed, “In a revolutionary situation, we must first engage in sabotage activities against national infrastructure such as oil storage, railway, and communication facilities.”
