In the statement, Li Guoneng expressed regret for the decision of the Supreme Court of the United Kingdom, and pointed out that we must recognize and thank overseas non-permanent judges for their valuable contributions to the final court over the past 25 years. .

In 1997, Li Guoneng reached an agreement with the then British House of Lords to appoint judges for the United Kingdom to come to Hong Kong. He said in a statement that the participation of overseas non-permanent judges in the work of the Court of Final Appeal has brought many advantages to the Hong Kong judicial system, including enhancing the confidence in judicial independence.

However, he admits that in the long run, Hong Kong needs to prepare for the participation of non-permanent judges from overseas to be less than in the past, but he is confident that the quality of the Court of Final Appeal will not be affected, as there are many professionals in the judiciary and the legal profession.

Li Guoneng also quoted that Wei Yande agreed in yesterday’s statement that “Hong Kong courts’ adherence to the rule of law, as always, is respected internationally.”
