Financial authorities announce measures to tackle household debt next week. The lockdown on end-users’ jeonse loans will be released, but mortgage loans and credit loans will be tightened to manage the total amount of loans. In the case of jeonse loans, a plan to regulate borrowing only as much as one earns is being considered as a strong consideration.

The financial authorities announced that they would allow end-users’ jeonse loans until the end of the year. The government’s position is that the chartered refugees have been breathing, but it cannot be solved.

Seung-Beom Ko / Chairman of the Financial Services Commission (last 6 days)
“I have the idea that end-user loans should be reasonable within the scope of repayment capacity as much as possible.”

First of all, a plan to apply the total debt repayment ratio and DSR regulations, which were not applied to cheonsei loans, is being considered.

DSR is the ratio of income divided by income of all loans a borrower owes in one year and can give the market a signal that ‘you can borrow as much as you earn’.

Currently, you can borrow up to 80% of the Jeonse deposit, but applying DSR may reduce the loanable amount.

In addition, a method of obligingly repaying part of the principal with interest on a Jeonse loan, which previously paid only interest, is being discussed.

In this case, it has the effect of tightening the loan.

However If the real estate market is not stable, there are also analyzes that the loan regulation will not be effective.

Taegi Kim / Professor, Department of Economics, Dankook University
“It’s actually more of a problem with the real part rather than a financial problem, and can it come out now (measures) in the short term…”

Last month, the total amount of household loans reached an all-time high of 1052.7 trillion won, and the government is planning to introduce measures for household debt next week.
