Valentin Leznichenko, governor of Ukraine’s Dnipropetrovsk region, said at least 12 people were killed and 60 others injured in artillery shelling of an apartment complex in Dnipro.
Located about 390 km southeast of the capital Kyiv along the Dnipro River, Dnipro is the fourth largest city in Ukraine after Kyiv, Kharkiv and Odessa.
Among those injured are 12 children, and there is a possibility of additional deaths as rescue operations continue in the wreckage of the collapsed apartment.
According to local media reports, residents of apartments trapped in the rubble are waiting for rescue by sending signals with mobile phone lights.
Ukrainian President Volodymyr Zelensky has called on the West for more weapons to prevent further casualties from “Russian terrorism.”

A missile also fell on Kharkiv, the second-largest city in northeastern Ukraine.
“Russian forces fired two S-300 missiles in Kharkiv’s industrial zone,” Kharkiv Governor Oleg Sinegbow said.
Energy facilities were destroyed in the air, but no injuries were confirmed, said Gov. Sinegbow.
“Current emergency response personnel are working to restore destroyed energy facilities and stabilize power supplies,” he added.
Missile air raid warnings followed one after the other in central and southern cities.
The central city of Cherkasy informed citizens that Russia could launch a missile attack in the late afternoon and ordered them to leave when air raid sirens sounded.
