Minister Wins Hee-ryong Takes Drastic Measures to Address Corruption Scandal at Korea Land and Housing Corporation
SEOUL – The Minister of Land, Infrastructure and Transport, Wins Hee-ryong, has made a bold move to combat corruption at the Korea Land and Housing Corporation (LH). On October 15th, Minister Wins ordered LH to immediately halt all contracting services with former companies, amidst growing public criticism and a scandal exposing an alleged interest cartel within the organization.
Minister Wins, currently on a business trip abroad attending the inauguration ceremony of President Pena Palacios of Paraguay, received a report on the progress of the service process linked to retired LH employees. Recognizing the urgency of the situation, Minister Wins emphasized the importance of implementing immediate improvements and declared, “It is inconceivable for LH to continue with business as usual while facing severe public backlash. We must take decisive action to dismantle the wealth cartel that has plagued LH.”
In light of recent bidding results, it was discovered that LH had awarded all six design and supervision services to a single company, raising suspicion of foul play. In response to Minister Wins’ directives, LH has suspended ongoing service procedures until a comprehensive plan to address the interest cartel and prevent further malpractice is devised.
Simultaneously, the Ministry of Land, Infrastructure and Transport is finalizing plans to tackle a separate concession cartel related to the LH building. This plan, slated for release in October, aims to rectify any existing corruption and ensure transparency and fairness in future operations.
As investigations continue and stricter measures are put in place, Minister Wins remains committed to restoring public trust in LH and the broader land and housing sector. Stay tuned for further updates on this ongoing issue.

On the 15th, Minister of Land, Infrastructure and Transport Won Hee-ryong ordered the Korea Land and Housing Corporation (LH) to completely stop the process of contracting services with former companies.
On this day, the Ministry of Land, Transport and Maritime Affairs announced that although Minister Won was on a business trip abroad to attend the inauguration ceremony of President Pena Palacios of Paraguay, he had received a report on the progress of the service process of the company where the retiree LH was employed and gave the order.
Minister Won said, “It is impossible for LH to proceed with normal service-related procedures without any improvement measures while receiving criticism from the public.” He quickly ordered a plan to break the wealth cartel.”
As a result of bidding for 5 design services and 1 supervision service held until recently after the LH rebar omission incident, it was found that the LH company had taken all 6 design and supervision services.
According to Minister Won’s instructions, LH will suspend the current service procedures until a plan to resolve the interest cartel linked to the transfer is prepared.
Meanwhile, the Ministry of Land, Transport and Maritime Affairs is currently preparing a plan to break the concession cartel related to the LH building, which is scheduled to be published in October.
